Architect of the Capitol Information Technology Specialist (Human Resources Information Systems) in United States

Summary This position is in the Architect of the Capitol (AOC), Office of the Chief Administrative Officer (OCAO), Human Capital Management Division (HCMD). The Human Resources Information Systems (HRIS) program manager is responsible for overseeing and maintaining HCMD’s suite of human resources information systems and providing technical expertise on system operations, personnel applications, and programs to improve human resources work methods and procedures through automation. Key highlights of the job: HR Data and Systems Analysis and Automation Manage and maintain user-friendly interfaces for HCMD’s HRIS to support HR programs and processes, including the division’s shared drive, AOC’s performance management system, payroll/personnel, time and attendance systems and other HR technology-based systems. Utilize National Finance Center applications such as NFC EmpowHR, EPIC, WebTA and Insight. Uses as well other applications such as GRB, Monster Solutions, Cornerstone, etc. Collaborate with HCMD leadership to identify needed enhancements to existing systems and databases, recommending and implementing solutions to meet changing business needs. Maintain insight on trends and developments in data management, new human resources information systems and applications (hardware, software, and telecommunications), and emerging technologies. Oversee, design, and develop complex, automated HR data processing solutions to provide decision-making information support. Lead cross-functional teams in planning and execution of HRIS programs. Ensure program and project compliance with regulatory requirements and internal polices related to data security. In addition, track licensing and manage annual renewals and new license purchases as required. Technical Leader and Advisor Serve as lead representative and liaison between HCMD, Information Technology Division, external vendors and other stakeholders for HRIS. Assists in the procurement of appropriate hardware and software to meet human capital strategic goals and objectives and to ensure high quality, efficient human resources information systems. Advise and assist leadership with development, review and analysis of processes and products which enhance HR operations in support of contingency operations. Participate in decision making sessions and advise program managers, regarding automation technologies, regulatory requirements, and program improvements. Perform other duties as assigned. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Advanced knowledge and skill in the use of information technology (IT) applications for the development of HRIS programs, policies, user friendly informational tools and for analytical organizational data analysis. Analyze HR automation technology systems to modify, adapt and identify opportunities to optimize business processes for large scale organizations. Knowledge of new and emerging human resources information technologies, industry trends and best practices in application management and programming languages. Demonstrated skills in project management principles and methods, including developing plans and schedules and defining milestones and deliverables. Ability to collaborate with other technical staff and provide informal training and technical feedback and guidance. Ability to communicate effectively orally and in writing to produce and present briefings and other presentations to the AOC chain of command. Education Eligibility can be met for this position through meeting either education or experience as referenced below. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education. Special Instructions for Foreign Education: Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment. Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.
