Summary The incumbent serves as the Deputy Assistant Chief Information Officer (DACIO) of RD. The DACIO is responsible for managing divisions responsible for the the design, development, release and maintenance of technology systems and services for all enterprise business functions. The incumbent oversees a variety of risk management activities related to IT to ensure the achievement of business outcomes where the business process is dependent on technology. Responsibilities Oversees the creation, promotion, and enforcement of IT application development methodology and oversee end-to-end delivery of RD IT solutions from technical requirements definition to solution monitoring and maintenance. Directs the preparation, review and consolidation of IT business plans, budget formation and forecasts. Oversees the Audit and Internal Controls program that manages internal control activities for the Technology Office. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Ensures a robust, unified, and collaborative work environment for all RD users and affiliates while creating a streamlined and modernized IT infrastructure that will adapt in an ever-changing technical landscape. Work with executive management to determine acceptable levels of risk for the organization. Implementing programs to ensure that systems, network, and data users are aware of, understand, and adhere to RD systems security policies and procedures. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. In addition to meeting the basic requirement, qualified applicants must possess the following experience. Experience must include the following and be documented in the resume. - Experience transitioning an organization from waterfall development concepts towards agile development concepts. - Experience managing the Federal Risk and Authorization Management Program (FedRAMP) Authorization process. - Experience supporting the strategic planning process of an IT Organization. Must also have at least one of the following documented in the resume. Implementation of automated testing capabilities for an enterprise, and/or Experiencing managing cybersecurity incidents, and/or Experience reporting based on the TBM taxonomy in the CPIC process, and/or Experience increasing the efficacy of the organization's investment review board.
