Summary VHA has adopted the HR Modernization and Shared Services Implementation to organize and consolidate essential HR functions and services to the VISN level related to the acquisition, compensation, retention, and performance of staff, as well as the consistent execution of HR-related administrative functions to benefit both staff and Veterans. This position is full-time at 40 hours per week. Responsibilities Some Duties may include: Maintaining uniform organizational design and position structures. Ensuring resource allocation supports and aligns with mission critical functions and Manpower requirements. Ensuring manpower team work assignments are carried out. Performing technical review of all actions to ensure compliance with regulation and interpretation of the organizations personnel accountability, HR policies and procedures to address issues that require substantial interpretation. Coaching the manpower team in the selection and application of appropriate problem solving methods. Providing advice on work methods, practices and procedures. Leading the team in identifying, distributing and balancing workload. Making day to day adjustments in accordance with established priorities and/or assessments of the impact on customer service. Advising, supporting and assisting analysts and specialists to prepare network-wide written and oral communication and recommendations to customers within the human resources management service applicable database (HR Smart) and all PTI and position management guidance. Distributing, presenting and summarizing information to analyst and specialists from Network leadership, the supervisor and from VHA and VA specialists. Addressing informal complaints by the team and refers egregious situations to the supervisor. Responsible for sharing progress reports regarding employees to the supervisor. Work Schedule: Full-time, Monday - Friday; 8:00am - 4:30pm Compressed/Flexible: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Competitive Service. Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service. Veterans' preference does not apply for other current permanent Federal agency employees Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing staff level management advisory service to Network and field facilities on a full range of Manpower issues. In addition, this position will serve as the Subject Matter Expert (SME) to other analysts handling workload management and providing advise and mentorship to manpower analysts with complex issues that typically involve the development of new approaches. You will be rated on the following Competencies for this position: Administration and Management Analytical Reasoning Communications Leadership Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mainly sedentary, with no especially difficult requirements of lifting, pushing beyond 10 pounds.
