A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Facilities Management and Security Services, Quality Assurance The following are the duties of this position at the full working level. Serves as a management and program analyst involved in the development and/or interpretation of program planning, execution, and corresponding evaluation. Incumbent develops recommendations to improve the effectiveness of FMSS and has responsibility for process improvement efforts for assigned program(s)/project(s). Develops and defines the overall goals and objectives of the initiatives as they relate to project planning and implementation. Prepares action plans and schedules for various phases of project accomplishment, both short and long-range. Ensures that plans are consistent with FMSS's strategic goals, schedules, and policies. Documents, packages, and presents recommendations for requirements to accomplish the project and/or goals. Works with managers of various components of FMSS to obtain needed resources and support as it relates to project/program accomplishment. Performs a wide range of analytical studies and projects affecting major program areas within FMSS, including policies, program objectives, operations, procedures, and resource use. Researches previous findings from GAO, TIGTA, and other reporting agencies as part of studies and projects. Compiles and presents oral or written reports to a wide FMSS audience. Develops and presents reports and briefings to management. Reports on the progress of projects/programs to supervisor, team leader, analysts, or project managers. Establishes a system to review, control, and report on project and/or study statuses. Develops criteria for evaluating and monitoring effectiveness of programs and tracking effectiveness of recommendations. Facilitates interactive sessions with stakeholders and customers to ensure and promote collaborative partnerships. Resolves any relationship problems or conflicts that impede progress. Ensures that all involved parties work effectively toward timely completion of the FMSS program goals. In the course of project/program reviews, conducts organizational studies using a variety of statistical, analytical and evaluative methods; makes recommendations for organizational changes, mission and function statements and is involved in their implementation. Is involved in conversations regarding sensitive issues such as the reorganization of functions, elimination and/or realignment of jobs. Accesses data and information from a variety of databases. Protects sensitive business unit information providing access to protected information according to policy requirements. Supports supervisor, team leader, analysts, or project managers, in the areas of, but not limited to program management, response to Request for Information (RFI), personnel processing systems, contract administration, strategic communications planning/execution, workforce planning/forecasting, and other facility and/or security risks. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-11: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal Service. Examples of specialized experience includes: Experience preparing evaluations for a segment or phase of a broader project or study. Experience utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; preparing draft reports and other substantive guidelines and materials; Experience responding to Request for Information (RFI), personnel processing systems, contract administration, strategic communications planning/execution, workforce planning/forecasting, and other facility and/or security initiatives. Experience Applying hardware and software application such as SharePoint, Microsoft Office, Space Time and Resources (STAR), Graphic Database Interface (GDI), and Knowledge Incident/Problem Service & Asset Management Program (KISAM)); Experience recommending changes and/or alternative methods, processes, and techniques to improve program and administrative procedures. Experience creating strategic plans, preparing employee communications, facilitating employee activities, and collaborating with various stakeholders to support areas of employee engagement, including diversity, inclusion, and equity, and guidelines pertaining to the effectiveness of line program operations and proposing recommendations and conducting studies of employee/organizational efficiency and productivity Experience to communicate with managers and employes who use or receive FMSS services or products. OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree in any related field of study at an accredited college or university. OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study OR LL.M. if related OR You may qualify with an equivalent amount of combined experience and education as described above. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. Tour of Duty: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m. Alternative work schedule, staggered work hours or telework may be available. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location. Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status.
