Belvoir, VA: $117962- $181216 Whitehall, Ohio: $ 107817- $165632 Responsibilities As a Management and Program Analyst, GS-0343-14, you will be responsible for the following duties: (If selected at the GS-13 level, duties will be performed in a developmental capacity): Serves as a principal advisor in developing strategies to optimize workforce utilization and effectiveness located within DLA Human Resources, J12 Workforce Planning. Design, planning, implementation, coordination and tracking of a wide variety of workforce programs and initiatives. Leads strategic workforce planning efforts by conducting comprehensive analyses of current workforce capabilities and future requirements, based on organizational goals and anticipated industry trends. Advises the Functional Manager on workforce modeling and studies, Mission Critical Occupational assessment, identification and revalidation, Organizational Design and Structure, - - and trends and polices to meet the human resource capabilities required for the future. Design, implementation, and oversight of competency assessment programs critical to identifying organizational capabilities and development needs Conducts high-level analyses of complex organizational issues (e.g., CONPLAN, OPLANs, OPORDS, Global Posture Plan, etc.), - - and advising on the strategic use of human capital in achieving organizational goals. Requirements Conditions of Employment Qualifications To qualify for a Management and Program Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-13: Advising on the strategic use of human capital in achieving organizational goals Analyzing workforce trend data from Human Capital Tools, databases, or raw datasets to project future workforce trends, conduct maturation studies, forecast workforce gaps and identify mitigation strategies to remediate those gaps. Analyzing a wide variety of subjects associated with various studies (e.g., resource uses by mission, cost, man-hours at the aggregate level, etc.). Directing the assessment of program development, overseeing the implementation of strategic workforce initiatives, and evaluates outcomes against strategic benchmarks GS-14: Analyzing and advising on new and existing workforce utilization policies and procedures. Preparing, evaluating, and executing reports and briefings on workforce development topics and issues. Researching, analyzing, reporting findings and making recommendations for Cost-Benefit analysis Developing predictive models and advanced analytics to forecast future trends and assess the impact of current or proposed policies Education Substitution of education may not be used in lieu of specialized experience for this grade level.
