Veterans Benefits Administration Management & Program Analyst (Product Owner's Requirements) in United States

Summary This position is located in the Department of Veterans Affairs, Veterans Benefits Administration (VBA) Education Service. This mission is accomplished by providing financial assistance, generally in the form of monthly benefit payments, as mandated in Title 38 and Title 10, United States Code. The incumbent reports to the Supervisory Management Analyst, Release & Configuration Management. Responsibilities Specific duties include: The Product Owner incumbent serves as a Subject Matter Expert (SME), responsible for acting as the voice of the customer to ensure the product meets stakeholder needs and customer expectations. The incumbent is responsible for Business Operations analysis, planning the human aspects of the transition from legacy systems to vendor operations to ensure claims processing productivity and accuracy is not negatively impacted. The Product Owner incumbent will oversee development work and prioritize the work to be delivered in the product backlog and each program increment. The incumbent is responsible for requirements management on the DGIB program to ensure proper controls are in place to increase efficiency and drive successful DGIB program releases and implementations. The incumbent is responsible for DGIB Program requirements management, including defining, designing, and conducting business processes, workflows, and business processes. The incumbent should have familiarity with Agile and SAFe methodologies. Ensures IT systems effectively attain program objectives and remain consistent with substantive and procedural requirements by conducting validity testing and participating in system updates. Validates system defects with VA's Office of Information and Technology (OI&T) during system outages and provides ongoing status update reports to management. Reports problems regarding functionality and data validation issues affecting IT systems and claims processing. Develops LTS procedures for establishing, operating, and assessing the effectiveness of administrative control systems. Reports system analysis findings and makes recommendations to ensure operational procedures and IT resources and applications are used efficiently and effectively. Evaluates program effectiveness by review of reports, direct observation, discussion with team members and consultation with customers. Reviews operations, including the meeting of program milestones, timeliness of special projects, efficiency of methodologies employed, procedures followed, and controls applied. Acts as project manager for contractor-based program development. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11, GS-12, GS-13. This position will be located at a duty station in either Atlanta, GA; Buffalo, NY; Muskogee, OK; or Washington, DC. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/01/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. Assist in analyzing (i.e., review and evaluate), comprehend and apply decisions derived from a variety of data or complex information. Specialized Experience GS-12: Experience in work related to processing VBA Benefit Claims under Title 38 USC and/or compliance and approvals for GI Bill schools. Experience in analyzing (i.e., review and evaluate), comprehend and apply decisions derived from a variety of data or complex information. Specialized Experience GS-13: Experience in work related to processing VBA Benefit Claims under Title 38 USC and/or compliance and approvals for GI Bill schools. OR GS-11 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Transcripts (official or unofficial) must be submitted when using any part of education to qualify. GS-12 Education: No educational substitute at the GS-12 grade level. GS-13 Education: No educational substitute at the GS-13 grade level.
