Natural Resources Conservation Service Natural Resources Specialist (Business Tools Coordinator) in United States

Summary The incumbent will provide leadership, technology development, technology transfer and technical assistance for the use of NRCS business tools, as well as provide statewide support for integrating these technologies into conservation planning and application activities using various NRCS business tools for all applicable NRCS programs. There is one (1) vacancy. Location is negotiable within State of Hawaii (after selection). Responsibilities Serve as the Conservation Business Tools Coordinator with responsibility to provide leadership, technology development, technology transfer, and technical assistance for use of NRCS business tools in the state. Provide technical leadership and direction in the use of NRCS business technology applications including but not limited to Conservation Desktop (CD), and Conservation Assessment and Ranking Tool (CART). Coordinate training, technology transfer, and technical assistance on new and updated business tool applications. Develop processes to manage quality assurance and quality control for CD and the implementation of conservation practices. Provide support and guidance for the integration of technology tools and web applications into resource planning processes. Assist field staff to achieve basic user skills in NRCS business tools. Provide advance training in the use and adoption of technology including the use of hardware/software for the integration of GIS and GPS to enhance conservation planning capability, and assess and alleviate issues with our business tool applications. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Basic Education Requirements: Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. or Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: To qualify for the GS-11 level: Specialized Experience: You must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include: Utilizing technical tools, systems, and databases (such as Geographic Information Systems) and other business tools in support of conservation activities. Providing technical support and training to others on the use of electronic business tools related to conservation planning and implementation. OR Substitution of education in lieu of specialized experience: You must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. This experience must include: Utilizing technical tools, systems, and databases (such as Geographic Information Systems) and other business tools in support of conservation activities. Providing leadership, technology development, technology transfer, and technical assistance for use of business tools that support conservation activities. Providing training on automated electronic business tools related to conservation planning and implementation. See the above announcement for more information. In addition to salary, compensation also includes a Cost of Living Allowance (COLA) of 3.15-8.90% (subject to change) depending on location. There may be some walking, standing, bending, carrying of light items and driving an automobile. Field work requires normal physical exertion when participating in training or resource inventory activities for project verification activities. Work Environment: The work is primarily performed in an office setting and involves everyday risks and discomforts typical of offices and meeting rooms. Periodic travel is needed to review and assist in field operations and provide training where there may be exposure to extremes in temperature and precipitation.
