ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Prepares recommendations used to design construction projects with varying levels of complexity

  • Directs the development, coordination, and scheduling of land survey projects

  • Assures compliance with state and federal laws, rules, and regulations and with agency operating policy

  • Reviews and examines land survey work products

  • Produces detailed written reviews and reports

  • Reviews preliminary plan issuances and provides recommendations and changes

  • Prepares survey data used in the design of highway plans

  • Researches and prepares land ownership maps

  • Provides appropriate application of boundary control and legal principles

  • Coordinates with contract services

  • Provides technical analysis, support, and resolution involving right-of-way engineering, title examination, real property conflicts, state land securement, federal land appropriation, and research

  • Professionally certifies reports, plats, and plans

  • Answers technical questions posed by other programs

  • Resolves conflicts related to writing legal descriptions and entitlement

  • Prepares court presentations and serves as an expert witness

  • Prepares and records final documents

  • Researches and maintains historical survey information and legal documents

  • Explains agency policies, procedures, and practices to the Board of Commissioners, individuals, or groups

  • Analyzes, interprets, evaluates, and makes professional decisions in order to make correct corner, boundary, and property ownership determinations

  • Reviews right-of-way plans. Establish a monument of right-of-way boundaries

  • Performs Contract Administration duties

  • Surveys, tests, inspects, and ensures safety and documentation associated with construction projects

  • Conducts or arranges for crew training in areas including computer software, survey procedures, safety, and construction procedures, and practices

  • Check documentation and quantities of work for the contractor's payment

  • Directs positive public relations with people directly concerned with construction projects, including contractors, suppliers, landowners, businesses, and the traveling public

  • Partners with contractors at all phases of a project to ensure that construction projects are completed on time, on budget, at an acceptable quality level, and in a safe manner

  • Ensures WYDOT standards are being met

  • Reviews proposed plans, reports, and data for details, accuracy, and completeness, and makes changes as required

  • Prepares horizontal and vertical alignment calculations from preliminary survey data

Qualifications

KNOWLEDGE:

  • Knowledge of the concepts, theories, methods, practices, and procedures of surveying, state and common law relating to property, boundaries, and highways, and the legal principles of land surveying

  • Knowledge of the principles, theories, and practice of highway engineering as they pertain to land surveying

  • Knowledge of State and Federal laws, rules, and regulations

  • Knowledge of mathematics, especially the application of algebra, trigonometry, geodesy, and statistics

  • Knowledge of research methods, techniques, and/or sources of information

  • Knowledge of effective practices, methods, techniques, and equipment of land surveying

  • Knowledge of methods of analysis for surveys associated with complex land surveying-related problems

  • Knowledge of procedures for recording maps, plats, records of survey, water rights, corner records, and other documents requiring certification by a Professional Land Surveyor

  • Knowledge of personnel and fiscal management

  • Ability to prepare recommendations used to design construction projects with varying levels of complexity

  • Knowledge of methods and techniques of surveying and engineering drawing calculations

  • Knowledge in the operation of Terrestrial and GNSS (Global Network Satellite System) Survey Equipment

  • Ability to interpret plans, specifications, and project documents, and ensure contractors adhere to appropriate documentation throughout projects

  • Knowledge of Standard Plans and the application of them on a site-specific basis

  • Knowledge of Geopak and Microstation

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree in Land Surveying

Experience:

1-2 years of progressive work experience in (Land Surveying)

Certificates, Licenses, Registrations:

Plus possession of a valid certificate to use the title of "Professional Land Surveyor" under the statutes regulating the professional registration of Land Surveying in Wyoming. The professional Land Surveyor license number is required on the application.

OR

Education & Experience Substitution:

4-6 years of progressive work experience in (Land Surveying)

Certificates, Licenses, Registrations:

Plus possession of a valid certificate to use the title of "Professional Land Surveyor" under the statutes regulating the professional registration of Land Surveying in Wyoming. The professional Land Surveyor license number is required on the application.

  • One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay.

  • Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.

  • Employees would only be eligible for one (1) hiring bonus in a 12-month period.

  • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
