Summary This position is in the Headquarters Office of Self-Governance, (OSG) Office of the Deputy Assistant Secretary -Policy and Economic Development, Office of the Assistant Secretary - Indian Affairs, U.S. Department of the Interior, which is responsible for advising, managing, and coordinating all contract and financial activities associated with Tribal self-governance funding agreements and compacts. OSG is in Washington, D.C., and Vancouver, Washington. Responsibilities Manages nation-to-nation relationships with Indian Tribes, Tribal leaders and formal government-to-government consultation to uphold the Federal trust responsibilities to Tribes. Provides executive leadership to headquarters organizations and field activities by directing the development and implementation of national policy and organizational improvement. Provides analytical support and assistance in the development and implementation of self-governance, regulations, and policies. Prepares, analyzes, and responds to correspondence, legislation, testimony, regulations, reports, studies, briefing papers, and other items related to self-governance. Provides, analytical support and assistance to self-governance Tribes as they redesign programs, activities, functions, or services and build their capacity for self-governance. Analyzes programs and policies and supports the Director and Self Governance Advisory Committee on a wide range of self-governance issues. Reviews reports and other program documents received from other Federal agencies (OMB, GAO, and the Inspector General) and coordinates, drafts responses and determines deadlines for necessary actions. Requirements Conditions of Employment Qualifications GS-15: To qualify at the GS-15 grade level, you must have at least one year of specialized experience at or equivalent to the GS-14 grade level performing of the following: 1) Experience providing sound management advice and guidance to senior level officials on administrative programs; 2) Experience assisting in the overall management and technical direction of mission support programs; 3) Experience conducting special projects using a wide range of methods for the assessment and improvement of complex programs, processes and systems; 4) Experience providing expert knowledge of organizations, programs, and mission goals, objectives and entities to include liaison with multiple stakeholders; 5) Experience planning, organizing, and completing analytical studies involving the substance of key mission critical programs; 6) Experience monitoring a program to assess needs and formulate recommended improvements for management; 7) Experience in contracting or contract work; and 8) Experience in finance and/or accounting.
