GENERAL DESCRIPTION:

The Wyoming Department of Transportation (WYDOT) is seeking a Project Manager for highway design projects for the Program Performance team.

This position is responsible for providing project management oversight to assigned Statewide Transportation Improvement Program (STIP) projects for WYDOT. This position will serve as a coordinator between WYDOT programs and collect, analyze, and implement best practices for program improvement and project management. This position will also assist in the day-to-day operations of the Program Performance team.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Assist the Program Performance team to oversee the completion of Highway Design projects in the STIP totaling approximately $1.5 billion in construction work over six (6) years.

  • Monitor, review, analyze and forecast project schedules based on WYDOT policies and state-wide priorities to ensure task completion dates are met through project management, coordination of activities and program communication.

  • Perform complex data analysis to identify accurate projected activity durations, resource efforts, and critical path activities essential to completing highway design projects.

  • Serve as a liaison between the various headquarter based programs and District offices to facilitate communication of assigned project schedules, status, and needs across the agency.

  • Identify goals and strategies for implementation and maintenance of training for statewide users on the use of software and supporting tools, such as reporting and communication software.

  • Assist in the development and creation of appropriate training classes, on-line training modules, and job aids. Draft and implement program processes and procedural improvement.

Qualifications

PREFERENCES:

Preference may be given to candidates with previous policy experience a Bachelor's in American Studies, Decision Science, English, History, Political Science, or a related field..

KNOWLEDGE:

  • Knowledge of principles and processes involved in organizational planning, coordination, and execution in an engineering setting.

  • Knowledge of the State of Wyoming Personnel Rules and the ability to interpret and implement these in daily activities.

  • Ability to apply theoretical best practice in a real world setting to achieve strategic outcomes.

  • Ability to effectively communicate concepts and ideas to and collaborate with outside agencies, public partners, program managers, engineers, technicians, and information technology experts.

  • Ability to effectively listen to understand ideas and challenges, and ask appropriate follow-up questions.

  • Ability to facilitate large group discussions to come to a desired result.

  • Ability to develop interpersonal relationships and work well with others.

  • Excellent written and oral communication skills across a wide range of organizational levels and with internal and external stakeholders.

  • Skilled use of project scheduling software; office automation software (Microsoft Office, Google Docs, Sheets, & Drive); document management systems; database principles and report writing tools.

  • Excellent organizational and time management skills. Ability to work and make decisions independently; maintain and manage multiple priorities.

  • Ability to apply new technologies.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Business/Project Management)

Experience:

0-3 years of progressive work experience (typically in project management)

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in project management)

  • Employees would only be eligible for one (1) hiring bonus in a 12-month period.

  • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
