Public Buildings Service Review Appraiser in United States
Summary As a Review Appraiser you will be responsible for reviewing staff and fee appraisal reports and providing technical guidance regarding diverse and precedent-setting issues which are impacted by the appraisal field. This position is located in the Public Buildings Service (PBS), Portfolio Management Division. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities This position is located in the Public Buildings Service (PBS), Portfolio Management Division. This Division maximizes and enhances the value of the Public Buildings Service (PBS) real estate portfolio and client relationships. This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area: Chicago, IL; Springfield, IL; Indianapolis, IN; Milwaukee, WI; Detroit, MI; Grand Rapids, MI; Cincinnati, OH; Cleveland, OH; Columbus, OH; Minneapolis, MN; St. Paul, MN and Fort Snelling, MN. You will be expected to report to a specific GSA duty location at least two or more days a pay period depending upon the terms of the agency’s telework policy. Duties include, but are not limited to: Reviews extremely complex or controversial appraisals for compliance with laws and procedures, proper use of advanced methods, and impact on current policies. Advises attorneys on appraisal interpretation and testifies as an expert witness, if required. Reviews and analyzes very complex appraisal reports for the impact of recommendations and estimated values on agency policies, goals, and objectives. Reviews two or more complex appraisal reports for the same property to determine which provides a legal and more statistically defensible value to use as evidence in controversial or sensitive condemnation or tax court cases. Evaluates the impact of new or modified appraisal, real estate, tax, and environmental legislation on current and projected appraisal standards and programs and prepares important policy changes based on the impact. Provides guidance to staff and fee appraisers on the interpretation and implementation of new or modified policies. Performs unusually complex and/or precedent-setting highest and best use analysis, value of income streams for special assets, business value, value-in-use and return on investment value assignments. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience: reviewing and analyzing complex or controversial appraisal reports; evaluating the impact of new or modified appraisals; and providing guidance on the interpretation and implementation of new and modified policies. Selective Placement Factor (SPF): In addition to the qualification requirements listed above, you must also meet the following SPF, which has been identified as: Possession of a State Certified General Real Property Appraiser license with credentials based on the minimum certification criteria issued by the Appraiser Qualifications Board (AQB) of the Appraisal Foundation. You must provide a photocopy of your State Certified General Real Property Appraiser's License with your application.
