Food Safety and Inspection Service Safety and Occupational Health Specialist in United States

Summary This position is in the Office of Management (OM), Administrative Services Division (ASD), Safety and Physical Security Branch (SPSB).The branch mission is to prevent accidents, injuries and safeguard government employees and property by providing technical assistance and training, performing inspection and reviews to evaluate effectiveness of safety, security and health programs, and by assessing trends. Responsibilities Planning, coordinating, implementing, and evaluating Office of Field Operations (OFO) District Safety and Occupational Health Programs involved in meat, poultry, egg products, and import facilities. Responsible for supporting personnel and Safety and Occupational Health initiatives involving Enforcement Program employees. Formulating strategies for preventing injuries and illnesses. Assess relevant safety and health issues confronted by inspection and support personnel. Evaluates existing and proposed policies and procedures, determines impact and recommends changes as appropriate. Conducts education and training in Safety and Occupational Health relating to various hazards in the work environment. Prepares a variety of written instructions addressing safety and health issues. Reviews and surveys field locations on a regular basis to determine systematic deficiencies. Investigates traumatic injuries and occupational illnesses and diseases to determine their cause and formulates counter measures to prevent or reduce them. Maintains liaison with safety and health organizations and agencies regarding the administration of safety and health programs. Responds to emergencies, real or perceived, involving safety and occupational health issues, and assists in their resolution. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements (including time-in-grade restrictions, specialized experience and/or education) by the closing date of the announcement, as defined below: For the GS-12 level: Applicants must have one year of specialized experience (equivalent to the GS- 11 level) that demonstrates: Providing injury and illness prevention; planning and evaluating; risk management; safety education and promotion; injury and illness analysis/ investigation; reporting and recommending safety and occupational health programs or policies to higher level officials; interpreting and applying safety and occupational health laws, regulations, policies, procedures or standards; evaluating existing safety programs or inspecting workplaces to determine possible hazards. This position has an individual occupational requirement that must be met in order to qualify for the position: Education: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. or Specialized Experience: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. or Certificates: Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience.
