Job Summary

Under direction, is responsible for performing supervisory work in planning, organizing, directing, and inspecting solid waste collection routes and/or the processing of refuse collected. Exercises direct supervision over assigned crews.

Work Location

  • Northeast Service Center: 10303 Toolyard San Antonio, TX 78233

  • Southeast Service Center: 1318 S.E. Loop 410

Work Schedule

Monday Tuesday Thursday Friday 6:30 AM to 4:30 PM (Shifts may vary)

Essential Job Functions

  • Directs operations of solid waste routes, ensuring that the refuse is transferred in the manner stipulated by the Texas Department of Health, local ordinances, and the Solid Waste Division.

  • Plans and schedules work assignments, including the establishing performance standards for work crews, directing the utilization of equipment, conducting periodic counts of new home occupancy, and designing routes to balance the work loads.

  • Examines City Public Service work orders to identify customers entitled to pick-up services.

  • Inspects each route at least once a day to ensure proper collection service and cleanliness after pick-ups.

  • Performs daily inspections on all equipment to ensure all mechanisms in the control room and on vehicles are safe and operating properly.

  • Maintains records such as vehicle and equipment performance, tonnage of debris received, and expiration/renewal of operators' driver's licenses.

  • Conducts safety briefings to ensure that vehicle operators are kept current on road and traffic conditions and on accident reporting procedures.

  • Initiates personnel actions, including counseling subordinates on work related problems, preparing performance appraisals, recommending disciplinary actions, submitting accident and injury reports, and scheduling subordinates for time off and/or vacation.

  • Ensures that all vehicles entering or departing the transfer station adhere to established traffic safety policies.

  • Maintains surveillance of the loading pit to ensure cleanliness of the upper and lower levels.

  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • High school diploma or GED equivalent (recognized by the Texas Education Agency or a regional accrediting agency).

  • Three (3) years of progressively responsible commercial driving experience, to include one (1) year of experience as a crew leader or lead worker.

  • Valid Class "C" Texas Driver's License

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

Knowledge, Skills, and Abilities

  • Knowledge of City streets, alleys, and rural areas.

  • Knowledge of basic principles of hydraulics.

  • Knowledge of State, City, and department regulations, rules, and policies related to the collection and disposal of solid waste.

  • Knowledge of safety policies and procedures related to the operation of a garbage truck.

  • Knowledge of principles and practices of supervision, training, and personnel management.

  • Skill in operating a garbage truck.

  • Ability to operate a computer keyboard and other basic office equipment.

  • Ability to read and interpret data collected.

  • Ability to communicate clearly and effectively.

  • Ability to establish and maintain effective working relationships with City staff and the general public.

  • Ability to interpret and properly apply all City and Department policies.

  • Ability to exercise independent judgment.

  • Ability to develop work schedules and coordinate work assignments.

  • Ability to perform all the essential functions of the position, with or without accommodations.

  • Working conditions are inside an office environment and in a field environment.
