Summary This position is part of the Department of the Interior (DOI), Office of the Secretary (OS), Interior Business Center (IBC), Acquisition Services Directorate (AQD), Management Division III. The incumbent serves as a Branch Chief and senior contract advisor responsible for directing the full range of acquisition management operations for highly complex, long term, multi-million dollar, multidisciplinary, Agency and/or Department-wide acquisition and financial assistance programs. Responsibilities As a Supervisory Contract Specialist, routine duties include the following: Has contracting and financial assistance authority and is authorized to solicit contract proposals and negotiate, award, execute, administer, and terminate highly-complex R&D contracts, financial assistance awards, and other transactions. Develops and provides major recommendations for revisions to operating policies, procedures, and other guidelines within assigned program areas. Evaluates the effectiveness of operations supervised in terms of mission accomplishment; quality and quantity of work; procedural, policy and regulatory compliance; and technical compliance. Serves as a senior adviser and provides expert guidance on unique, extremely complex procurement, contracting, and financial assistance actions and interpretations which may set precedent. Oversees work performed by acquisition staff who preform acquisition and/or financial assistance support services; and guides team leaders in analyzing, justifying, comparing costs, and developing recommendations. Oversees the application of customer-specific policies and regulations to the Branch's acquisition operations; and advises Branch personnel on customer requirements in accordance with the customer-specific governing policies and regulations. Leads Branch personnel with supporting AQD's mission by instilling flexibility and unity in order to accommodate workload and customer-base changes. Qualifications All applicants must meet the following: A 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management (NOTE: You are required to submit your unofficial college transcripts from an appropriately accredited educational institution in order to document completion of the educational requirements for this position. The unofficial transcripts must be legible and include your name, major, school name/location, course title/number, date completed, grade, number of credits earned, and degree(s) conferred. In the case that your transcripts do not show that a degree was conferred, you may submit your unofficial transcripts AND a copy of your degree certification. AND At least 4 years of experience in contracting or related positions - 1 year of which is specialized experience or equivalent to work at the next lower level in the Federal service. CERTIFICATIONS FOR LEVELS I/II/III WILL NOT BE ACCEPTED. AND One year of specialized experience that is equivalent in difficulty and complexity to the GS-14 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. Specialized experience for this position includes but is not limited to assignments that involve experience with both acquisitions and financial assistance operations and programs; developing and implementing contracting plans that typically include planning, leading, reviewing, and auditing complex procurement functions in the area of R&D acquisitions, to include: acquisition planning, procurement of supplies, services, or equipment through formal advertising or negotiation procedures; leading financial assistance application reviews of project proposals/agreements and providing assessments of conformance with applicable guidelines for program eligibility and reasonableness of costs in the budget; preparing final award packages to include the award letter, agreement articles, special conditions, and obligating documents; monitoring, consulting and advising on complex post-award performance of recipients through review of performance reports, financial status reports, and correspondence with both agency and recipient program/administrative staff; supporting R&D acquisitions through the development of solicitations, evaluation of contract bids and proposals; performing price/cost analysis, contract award, administration, termination, and close-out; providing expert technical leadership, staff coordination, and consultation in the listed functional areas of R&D procurements, financial assistance awards, and other transactions, including responsibility for formulating guidelines, implementing new developments, and providing policy interpretation; serving as a technical and senior advisor to customers and providing strategic, customer-focused consultation on acquisition, procurement, financial assistance, and other transactions; making decisions, recommendations, that significantly affect the content, interpretation, or development of complex, long-range, interrelated, or customer-specific agency policies or programs; and demonstrating ability in the navigation and application of customer-specific acquisition policies and regulations, and implementing courses of corrective action that may impact acquisition and financial assistance operations. Exception: Employees in the GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirement is met. However, employees will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.
