Summary About the Position: This position will be filled at a DB-06 (Above GS15) in the DoD High Performance Computing Modernization Program in the Information Technology Laboratory as any of the below series: General Engineer, 0801 Physicist, 1310 Chemist, 1320 Mathematician, 1520 Computer Scientist, 1550 Responsibilities Serve as a Subject Matter Expert in conducting Research and Development using High Performance Computing (HPC) resources. The HPCMP oversees, directs, conducts and sponsors research and development in 12 computational technology areas including: Structural Mechanics; Fluid Dynamics; Chemistry, Biology and Material Science; Electromagnetics and Acoustics; Climate, Weather and Ocean Modeling and Simulation; Signal and Image Processing; Forces Modeling and Simulation; Electronics, Networking and Systems; Environmental Quality Modeling and Simulation; Integrated Modeling and Test Environments; Space and Astrophysical Sciences; and Data and Decision Analytics. Conduct and direct highly advanced and/or unprecedented scientific research and/or technical research and development programs. Provide guidance and recommendations to top level administrative and technical management leaders within ITL, ERDC, USACE, Army and DoD in all aspects of federal HPC strategic development, research and development, program management and execution. Establish funding requirements, develop budget estimates and formulate and execute programs and projects essential in executing long-term research and development activities. Working understanding of DoD budgeting, contract management and execution, as well as resource management needed to successful manage the program. The incumbent will develop, implement, and socialize comprehensive strategies required to attain program goals to meet DoD Service’s mission critical objectives through HPC applications. Establish funding requirements, develop budget estimates, and formulate programs and projects essential in executing long-term research and development activities. Execute complex, high-visibility, multimillion dollar HPC projects while ensuring their completion is on schedule and within budget. Lead planning necessary to determine necessary future HPC resource requirements. Influence strategic direction and acquisition strategy for hardware, software, and communications infrastructure essential to effectively execute and support the HPCMP’s long-range HPC objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DB-05 (GS-15).
