Federal Acquisition Service Supervisory Management and Program Analyst in United States
Summary As a Supervisory Management and Program Analyst, you will serve as a Division Director in AAS OSO. Location of position: FAS, Office of Assisted Acquisition Services (AAS), Location negotiable This office is a full spectrum, cradle-to-grave acquisition, project and financial management service provider. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Major Duties include, but are not limited to the following: Serves as an Office of AAS Operations (OSO) Division Director and provides expert advice. Provides essential strategic guidance, change management, and decision support to upper Assisted Acquisition Services (AAS) management, enhancing the efficacy of organizational objectives and strategic compliance. Plans, implements, executes, manages, and reports on program evaluation activities within AAS. Leads and manages a team, providing guidance, mentoring, and performance evaluations. Fosters a collaborative and inclusive work environment, promoting professional development and continuous improvement. Directs subordinates, project teams, and cross-organizational groups tasked with performing comprehensive reviews, analyses, and evaluations of critical program and process issues. Directs highly complex programmatic and/or acquisition strategic initiatives and allocates resources across AAS. Orchestrates partnerships with stakeholders, establishing effective internal and external lines of communication, advising Senior Executive Service (SES) Client Executives on best practices, policies, and strategic initiatives designed to improve AAS operations. Responsible for engaging with stakeholders to define project scope, programmatic risks, discuss desired results and management’s challenges, and drive decisions. Effectively communicates complex ideas and recommendations to senior management and other stakeholders through written reports, presentations, and interpersonal interactions. Facilitates robust communication and coordination with FAS/AAS leadership (e.g., Deputy Client Executives, Sector Directors, Division Directors, etc.), ensuring synchronized efforts across different organizational segments for cohesive strategy implementation. Undergo and pass a background investigation (Tier 2 investigation level). Have your identity and work status eligibility verified if you are not a GSA employee. Certain location-based pay entitlements (such as locality payment) are based on the location of the employee's official worksite associated with the employee's position of record. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is experience managing acquisition, technical and project management projects that include the following: developing and executing strategic business plans and operational policies to support customer requirements and organizational needs; directing others in performing comprehensive analyses of agency programs, practices, and operations; monitoring and analyzing technical aspects of broad programmatic issues in order to recommend changes, solutions to problems, or redirection of efforts; reviewing, analyzing, and summarizing various budgetary and fiscal data for the budget formulation, planning and execution phases; and developing, implementing and monitoring goals and/or measurements aimed at promoting and tracking program effectiveness.
