ICF is seeking a Training and Knowledge Transfer Lead who will support government agencies in Puerto Rico on projects that aim to reduce the island’s future disaster risk. As Training and Knowledge Transfer Lead, you should have experience with and knowledge of the Department of Housing and Urban Development’s (HUD) Community Development Block Grant Mitigation – (CDBG-MIT) and/or Disaster Recovery (CDBG-DR) programs as well as FEMA and other applicable federal disaster recovery and mitigation programs.

The Training and Knowledge Transfer Lead will work onsite with the Program Manager, senior ICF staff, subject matter experts, and others to assist the client with project management and implementation of infrastructure and resilience related activities to ensure smooth project performance. As such, this position requires you to maintain a complete understanding of all applicable program policies, requirements, and procedures within the established project guidelines and to know the regulatory and statutory compliance requirements for HUD-funded programs.

Key Responsibilities:

  • Provide advisory and consulting services to clients through training sessions, one-on-one conversations, and written products by applying techniques, concepts, and methods related to a particular field of specialization

  • Coordinate technical assistance and training engagements to assist in the design and administration of HUD policies and programs, including CDBG-MIT and cross-cutting federal regulations

  • Draft written products and tools to support local efforts to address challenges related to compliance with funding requirements and long-term economic and community development solutions

  • Support the management of teams, budgets, project deliverables, subrecipient communications, and relations with HUD and other funders

  • Performing quality control on products and tools to ensure compliance with regulations and ensure consistency and accuracy

  • Track priorities to ensure the completion of projects in an accurate, timely and cost-efficient manner

  • Work in close collaboration with on-site Leads and with PMO and project management to support best practices and client policies

    Basic Qualifications:

  • Bachelor’s degree or advanced degree in Planning, Economics, Public Administration, Public Policy, Government

  • At least five (5) years of relevant experience working directly with HUD-funded CDBG-DR programs and/or cross-cutting federal regulations, and at least three (3) years of specific experience in federally funded infrastructure and resiliency related programs

  • Superior interpersonal skills including courtesy, professionalism, empathy, and a cooperative attitude

  • Knowledge of customer service principles and practices

  • Ability to be flexible to handle multiple priorities and to work limited overtime as necessary

    Preferred Skills/Experience:

  • Project and personnel management skills and experience

  • Knowledge of similar federally funded disaster recovery and mitigation programs

  • Bilingual (Spanish and English)

    Professional Skills:

  • Excellent verbal, interpersonal and written communication skills

  • Project and personnel management skills and experience

  • Strong analytical, problem-solving, and decision-making capabilities

  • Ability to work collaboratively with a wide array of individuals from various backgrounds including engineers; planners; GIS professionals; federal, tribal, and state government officials; and the public.

  • Team player with the ability to work in a fast-paced environment.

  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)

  • Ability to juggle multiple projects and deadlines.
