Position Summary :

The Vice President, Information Technology Services (ITS) is responsible for the maintenance and deployment of all business applications systems for the District. Providing the vision and talent necessary to implement these and other technology initiatives throughout the enterprise by working with senior management to help plan and coordinate the District’s strategic plan and serve as liaison between IT and the Business units. In addition, the Vice President, Information Technology Services has overall responsibility for the District-wide information technology infrastructure and services, which include data centers, networks, cyber security and service desk.

Minimum Requirements :

  • Bachelor’s degree in Computer Science, Information Technology, or a related field; Master’s degree preferred.

  • Minimum of five (5) years of experience with information technology including application development, and direct experience with one or more of GIS, CIS, HRIS, or ERP.

  • Seven (7) years of supervisory experience or ten (10) years of progressive responsibility with documented success leading short term and long-range projects/activities, providing employee coaching, feedback and conflict resolution.

  • Strong analytical and decision-making skills necessary to assume the daily responsibility for decisions, consequences, and results. Includes the ability to engage in regular and continuous decision-making and having an impact on people, cost, and quality of service.

  • Ability to conceptualize, initiate and deliver multiple projects on time and within budget.

  • Strong interpersonal skill, maturity, and good judgment and be capable of communicating with a diverse range of individuals.

  • Ability to communicate effectively, verbally and in writing, with diverse clientele, including technical and administrative personnel internal and external to the District.

  • Demonstrated ability to effectively lead and direct project teams comprised of technical and client department team members.

  • Experience as a leader of people and an agent of change, with a successful record of selecting and deploying leading-edge technology solutions.

  • Work occurs in a normal business environment but the requirements of the job will necessitate being available to support critical systems 24x7x365.

  • Excellent written and oral communication skills in order to assist internal and external customers professionally, regardless of provocation.

  • Proficiency in computer software such as Microsoft Word, Excel, PowerPoint, and knowledge of enterprise software.

  • Ability to learn new or upgraded computer software as required.

  • Have and maintain a valid Driver's License.

  • Work is primarily performed in an office setting amid normal conditions of dust, odors, fumes, office lighting and noises.

    Specific Responsibilities :

    In order to effectively contribute to the objectives of the District, the Vice President, Information Technology Services is accountable and responsible to:

  • Ensure the District’s Information Technology infrastructure and applications meet the current and future needs of the District and are well maintained, cost-effective, and reliable.

  • Develop and monitor the ITS budget.

  • Direct the District’s information security program that protects data assets and addresses cyber threats.

  • Manage and support Operational Technology hardware and software components.

  • Ensure critical systems operate with a 24x7x365 service level.

  • Manage strategic vendor relationships.

  • Mitigate risks and plan contingencies associated with cyber-security, disaster recovery, and business continuity.

  • Evaluate complex business needs and present solutions within the general guidelines issued by senior management.

  • Ensure the Information Technology department’s policies, procedures, and practices are appropriate, sufficient and effective.

  • Develop, present and revise IT projects and establishing goals and timelines to meet established goals.

  • Evaluate and recommend new software solutions to meet user needs.

  • Develop and maintain recruitment and retention strategies for skilled IT professionals aimed at adequately meeting current and future District technology workloads.

  • Maintain open communication with the Senior IT Management to ensure future system demands are planned and coordinated.

  • Maintain compliance with IT related industry and governmental regulations.

  • Understand and comply with all pertinent District policies and procedures.

  • Fulfill responsibilities common to all Supervisory, Professional, and Administrative positions as stated.

  • Performs a variety of other duties as assigned.

  • Handle stresses related to effectively completing the above referenced requirements.

    Relationships:

    In contributing to the objectives of the District, the Vice President, Information Technology Services is responsible for effecting constructive relationships with:

  • All levels of users including senior management.

  • Vendors of computer software, hardware, and related services to ensure proper system design, use, and the ability to recommend changes as required.

  • Information Technology personnel of other companies in order to gather information on new and existing systems, software, techniques and procedures.

  • Subordinate staff to ensure goals are established, communicated, and revised as business needs change.
