PURPOSE OF POSITION: To accurately file real estate documents and tract them in the appropriate computer tract indexes. Requires extensive contacts with individuals involving considerable tact and discretion. May work with extremely sensitive information and be accountable for its protection and control. Requires considerable resourcefulness and a thorough knowledge of complex policies, practices and procedures. WORK PERFORMED/JOB FUNCTIONS: The position requires knowledge of statutory requirements regarding recording of real estate documents. Requires strong knowledge of legal descriptions. Must review instruments/documents for completeness, uniformity with legal standards, and verifies appropriate recording fees received. Indexes real restate documents in appropriate computer tract index. Must be able to enter pertinent data on a computer and verify information entered by other employees. Requires imaging daily of documents/instruments to meet archival quality standards. Requires proofing of images created by other employees for quality control, accuracy of number of pages, and clarity of images. Must also provide final proof of documents before mailing out to submitters. Requires balancing fees collected daily. Must be able to retrieve information from real estate records as requested by title companies, lending agencies, attorneys, realtors and the public. Must be people friendly and assist the public and various other county departments. Prepares daily reports regarding recording of documents and fees collected. Duties may also require occasional travel for training seminars. This position also requires learning procedures and rules for being a Passport Acceptance Agent on behalf of the US Department of State. Tasks consist of planning and performing a sequence of semi-routine duties working from standard procedures and generally understood methods. Activities are generally controlled by several diversified procedures and/or precedents and well-defined policies. Some discretion, independent action and judgment are required to decide what to do, determine permissible variations from standard procedure, review facts in situations, determine action to be taken, within limits prescribed. Position requires close attention to work as activities often deal with exceptions to standard procedures. The employee is required to decide how best to handle diverse situations or complete specific assignments within the limits of the diversified procedures and well-defined policy. Frequent judgmental decisions are required based upon knowledge gained through work experience and/or specialized training. Performs other duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES: Must have the ability to resourcefully communicate with all county departments along with the ability to pay attention to detail in processing documentation. Must be able to follow written and oral instructions. Requires the ability to operate a computer, scanners, and basic office equipment. Requires accuracy and the ability to pay attention to detail in entering data and indexing scanned images on the computer. Should have a working knowledge of departmental policies and procedures and the rules and regulations governing the data practices laws and retention schedules. Should have the ability to establish and maintain a record filing system.
