Cass County Engineering Technician I in Walker, Minnesota

PURPOSE OF POSITION: To perform highway and construction surveys along with designing and drafting highway plans. To prepare detailed construction plans and specifications in accordance with Federal and State specifications. Also, to verify that construction work is performed in compliance with these plans and specifications. WORK PERFORMED/JOB FUNCTIONS: Performs preliminary highway surveys which include: analyzing aerial photographs and quadrangle maps; performing topographical, cross-section, bridge, municipal street, landfill, judicial ditch, building site, and gravel pit exploration surveys; determining existing right-of-way; obtaining soil borings and swamp soundings; and location of public utilities. Performs detailed design which includes: laying out preliminary highway survey data; establishing highway alignments; laying out horizontal curves; calculating land areas, clearing and grubbing areas, quantities for bedding, riprap, and balancing earthwork with soil shrinkage factors; preparing CAD construction drawings; lateral drainage design, sizing and materials of culverts; determining centerline bearings; laying out property lines, determining equipment rental hours, performing property title research; plot cross-sections; preparing right-of-way plats and easement documents. Performs construction surveys requiring re-establishing highway alignments; setting construction limits; setting grade stakes; setting control points for drainage structures; establishing shoulder grades and super elevation; setting working points; and recording land corners, property corners and control points. Project supervision and inspection requiring supervising subordinate engineering technicians; verifying contractor operations for adherence to plans and specifications; measuring and determining project pay quantities; coordinating contractor s work with public utilities; verifying all final contract documentation for recordkeeping; and preparing daily, weekly, and monthly project status reports. Performs annual bridge inspection including, visually inspecting all County, township, and municipal bridges; preparing and transmitting annual bridge inventory reports to MN/DOT; erecting traffic barriers and guardrails to effectuate bridge repair; maintaining a chronological and photographic log of all County, township and municipal bridges; purchasing all necessary materials for bridge maintenance and repair; and supervising bridge and large culvert repairs. Performs other duties as assigned. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of Federal, State, and local regulations and laws which govern County highway construction projects. Requires the ability to establish a working relationship with contractors and landowners. Ability to calculate project quantities and materials necessary to complete construction projects. Ability to perform moderately complex mathematical computations and to effectively and efficiently communicate, both orally and in writing. Requires the ability to follow written and oral instructions. CADD training or experience required.
