Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Department of Defense to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Junior Operations Officer/Information Technology Specialist for the U.S. Army Corps of Engineers Information Technology (CEIT/G-6) under the direct supervision of the District IT Chief. This is a Term Appointment NTE 2 Years, may be made permanent. Responsibilities Maintains a continuing overview of all programs within the local facility to ensure they are aligned and supportive of the mission. Coordinates the resources for the asset management systems to automate the process of IT requirements. Establishes local priorities, clarifies responsibilities, eliminates duplication, and resolves conflicts. Reviews, analyzes, and evaluates actions, taskers, and activities through correspondence, reports, and briefings, and recommends or directs necessary actions. Assists in developing policies, processes, and procedures pertaining to operations. Provides or arranges for technical and interpretive information to other staff ensuring rapid and effective response to taskers and directives pertaining to operations, support requirements and crisis action. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Analyzing customer requirements; AND 2) Implementing developed requirements for new or modified IT hardware, software, and systems; AND 3) Applying changes in the state of the art technology on overall Division plans and the IT programs of an organization. All experience areas shall additionally demonstrate each of the following competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication, and 4) Problem Solving. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Salary includes applicable locality pay or Local Market Supplement. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.
