U.S. Army Corps of Engineers Management Analyst in Walla Walla, Washington

Summary About the Position: The Walla Walla District US Army Corps of Engineers is comprised of motivated and talented employees providing the very best engineering services for communities in the Pacific Northwest. The District helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas. Responsibilities Plan, manage, and coordinate personnel functions, advising management on personnel policies, and policy changes for the E and C (Engineering and Construction) Division (160+ employees). Prepare and initiate Requests for Personnel Actions (RPAs). Develop and write selection letters and incentive packages for supervisor review; review position descriptions. Develop and update organizational policies, reference guides and other documents. Use automated personnel data to research, analyze and evaluate trends and projections. Support recruitment activities for the District’s Emerging Professionals Program, including coordination with the Army Civilian Career Management Activity (ACCMA) for Fellows and Student Interns. Serve as the E and C Division training coordinator; provide guidance and recommendations to E and C Division leadership regarding the annual training plan and any training concerns. Develop and review position worksheets for the annual operating budget. Serve as the expert for Permanent Change of Station (PCS) travel for the District’s Consolidated Departmental Overhead (CDO) organizations. GS-11 Specialized Experience: One year of specialized experience which includes experience (1) performing AND coordinating civilian personnel management functions, (2) providing guidance on different hiring authorities AND (3) using computers and software programs. (All three must be WELL documented in resume at the GS-9 level or higher). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: Specialized Experience: One year of specialized experience which includes experience (1) performing AND coordinating civilian personnel management functions, (2) providing guidance on different hiring authorities, (3) reviewing personnel documents for policy conformance, AND (4) using computers and software programs. (All three must be WELL documented in resume at the GS-9 level or higher). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-[insert 11 or above]). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For GS-12 position, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
