ASRC Federal Holding Company Utility Supervisor (supporting NASA, Wallops Flight Facility) in Wallops Island, Virginia

ASRC Federal Facilities Logistics, a subsidiary of ASRC Federal, is seeking a Utility Supervisor to add in Wallops Flight Facility in VA.

This role supports the NASA Goddard Space Flight Center (GSFC) Repair, Operations, Maintenance and Engineering (ROME) contract.

Goddard Space Flight Center has two main campuses, Greenbelt, MD, and Wallops Flight Facility on Virginia’s Eastern Shore. The Greenbelt campus has 1,270 acres and includes 37 primary numbered buildings and numerous smaller ones, totaling approximately 3.5 million gross sq. ft. These include mission operations spaces, data centers, integration and test facilities, cleanrooms, laboratories, and other functions. WFF is situated on 6,187 acres and includes a total of 250 buildings, of which 117 are dedicated to the mission of low‐cost NASA and commercial launches and runway airfield operations. WFF also houses the U.S. Navy as a tenant, and those facility needs are included under the ROME contract.

Duties:

  • Locates high, intermediate, distribution pressure steel, poly, PVC gas pipelines as requested.

  • Locates D. I., galvanized, plastic, PVC and copper water lines as requested.

  • Locates distribution system, primary and secondary electric lines as requested.

  • Locates sewer lines as requested.

  • Locates communication lines as requested.

  • Responds to State of Virginia “Miss Utility” locate requests.

  • Collaborates with NASA Facilities Engineering Branch to ensure utilities records are current/accurate.

  • Prepares diagrams and sketches that show the location of lines.

  • Checks daily locate requirements with department supervisors.

  • Supports construction crews when needed.

  • Detects and reports any equipment malfunctions, defective parts, and materials to appropriate supervisor.

  • Works in emergencies or “On Call” duty when required.

  • Completes all related paperwork in conjunction with job duties.

  • Understands and observes all safety rules and regulations.

  • Manage 1-2 GIS technicians and/or analysts. Ensure work is completed in a timely manner and that the work meets the quality standards stated in the contract.

  • Supervises a team

  • Work independently by responding to customer requests in a timely manner while ensuring that all required paperwork has been submitted and contractual requirements met.

Requirements :

  • Must have five (5) years of experience working as a Utility Line Locator.

  • Must be familiar with the State of Virginia “Miss Utility” regulations and processes.

  • Must be proficient in underground utilities location utilizing magnetic, radar and electrical devices.

  • Must possess basic computer skills including the use of utility mapping and locate ticket systems.

  • Must be proficient in the use of GPS or surveying equipment to pinpoint coordinates of lines.

  • Must be proficient in the use of GIS mapping tools to aid in locating services and post excavation documentation

  • Must have experience leading a team.

  • BA + 2-4 years or HS + 6-9 years
