Overview:

INTECON, LLC seeks an experienced and motivated Senior Contract Acquisition Specialist to provide critical acquisition and procurement support to the FEMA Office of National Continuity Programs (ONCP) Business Management Division (BMD). The ideal candidate will have deep knowledge of Federal Acquisition Regulations (FAR), policies, and procedures, coupled with strong analytical and communication skills. This role requires a proactive professional adept at managing complex acquisition processes, advising stakeholders, and ensuring compliance with federal acquisition standards.

Key Responsibilities:

  • Acquisition Planning:

  • Provide expert guidance on acquisition strategies to align with authorized contractor acquisition authority and government requirements.

  • Collaborate with ONCP program offices to define procurement needs and identify appropriate specifications.

  • Documentation Development:

  • Lead the preparation and review of acquisition documentation, including but not limited to:

  • Independent Government Cost Estimates (IGCE)

  • Statements of Work (SOW), Performance Work Statements (PWS), and Statements of Objectives (SOO)

  • Acquisition Planning Forecast System (APFS) entries

  • Market Research Reports and Evaluation Criteria

  • COR Nomination Letters and associated pre-award documentation

  • Market Research and Analysis:

  • Conduct in-depth market research to identify viable solutions and prepare technical evaluation documents.

  • Analyze procurement data and provide insights to inform acquisition decisions.

  • Contract Management:

  • Support contract lifecycle activities, including contract close-out and post-award processes.

  • Maintain and manage the BMD/ACMB relational database, ensuring timely updates and accuracy of contract data.

  • Reporting and Visualization:

  • Update Acquisition Portfolio Matrixes (APMs) and oversee data migration to Tableau for enhanced reporting.

  • Develop and refine reporting templates for acquisitions and procurement, including data visualizations, Tableau dashboards, and ad-hoc analyses.

  • Collaboration and Coordination:

  • Coordinate with DHS/FEMA, federal agencies, FEMA regions, and stakeholders to ensure alignment of acquisition processes and reporting requirements.

  • Provide actionable recommendations based on trends in acquisition and procurement data.

    Clearance Requirements:

  • Active Top Secret (TS) clearance is required; TS/SCI clearance is preferred.

    Qualifications:

  • Bachelor's degree in Business Administration, Contract Management, or a related field is required; Master's is preferred.

  • Minimum of 10 years of experience in government acquisition, procurement, or contract management.

  • Extensive familiarity with federal acquisition regulations (FAR) and procurement processes.

  • Proven expertise in market research, cost estimation, and analysis.

  • Strong analytical and problem-solving skills with attention to detail.

  • Proficiency in managing databases and generating reports using tools such as Tableau.

  • Excellent written and verbal communication skills.

  • Ability to lead and mentor junior team members.

  • Demonstrated ability to work effectively in a collaborative environment.

  • Demonstrated ability to conduct market research and analyze procurement data.

  • Excellent communication skills and ability to thrive in a team environment.

  • Strong organizational skills to manage multiple priorities effectively.

  • Ability and willingness to work On-Site as needed.
