National Park Service Supervisory Interdisciplinary (Resource Stewardship and Science Program Manager) in Washington DC, District Of Columbia
Summary This position is located in National Capital Parks-East, in the Resource Management Division. The incumbent serves a senior principal advisor to the Superintendent's Office for all matters relating to the preservation and enhancement of natural and cultural resources within the National Capital Parks-East portfolio with responsibility for the following: cultural and natural resource management, park planning and special park use permitting. Responsibilities The major duties of the Supervisory Interdisciplinary (Resource Stewardship and Science Program Manager) position include, but are not limited to, the following: Serves a senior principal advisor to the Superintendent's Office for all matters relating to the preservation and enhancement of natural and cultural resources of the park with responsibility for overseeing the cultural resources, natural resources, museum collections, and special use permitting programs. Provides leadership to an interdisciplinary staff in the development of relevant policies, standards and procedures, which govern the professional performance of the work related to the administration and implementation of the programs including public use management, resource preservation, compliance, budget formulation, personnel management, policy formulation, and public relations. Leads the compliance team through the required steps for successful completion of federal compliance including National Environmental Policy Act/National Historic Preservation Act-Section 106 (NEPA/NHPA), Endangered Species Act and NAGPRA. Serves as a member of the Senior Leadership Team - responsible for providing the Superintendent's Office with input on annual and long-term goals and prioritization of work, development and review of operational procedures, analysis of problems and development of solutions and responses to public and political concerns. Carries out program management duties by developing work plans and schedules, scopes of work, cost estimates, and proposals and for grants to justify funding requests and accomplish goals. Responsible for creating employee performance standards and providing appraisals for everyone under their immediate supervision. Plans and assigns work of the employees for whom he or she is responsible, determining priorities and adjusting schedules to meet the varying park's preservation and conservation needs. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license. You may be required to complete training and operate a four-wheel drive vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes. The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment. Qualifications All qualifications must be met by the closing date of this announcement-12/20/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. You must meet one of the following Basic Requirements in order to be eligible for this position: Social Sciences Series 0101 - A degree in behavioral or social science; or related disciplines appropriate to the position (Must submit transcript). -OR- Have a combination of education and experience that provided me with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field (This must be demonstrated within your resume and transcripts). -OR- Have four years of appropriate experience that demonstrated that I have acquired knowledge of one of more of the behavioral or social sciences equivalent to a major in the field (This must be demonstrated within your resume). General Natural Resources Management and Biological Sciences Series 0401 - A degree in biological sciences, agriculture, natural resource management, chemistry or a related discipline appropriate for the position (Must submit transcripts). -OR- Have a combination of education and experience, courses equivalent to a major, as shown above (24 semester hours or the equivalent), plus appropriate experience or additional education for a total of 4 years. (This must be demonstrated within your resume and transcripts). General Physical Science Series 1301 - A degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics (Must submit transcripts). -OR- Have a combination of education and experience, education equivalent to one of the majors shown in response A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education. (This must be demonstrated within your resume and transcripts). -AND- To qualify for the Supervisory Interdisciplinary position at the GS-14 grade, you must meet the following minimum qualifications by the closing date of this announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal Service (obtained in either the public or private sectors). This experience includes all of the following: Extensive knowledge of historic preservation planning and management requirements and guidelines to provide adequate long-term protection for resources and exhibits, working familiarity with the theories, principles, techniques and practice of park and land use planning, cultural and natural resources management; Expertise in applying professional knowledge of the park natural and cultural resource management, including, as appropriate but not limited to history, archeology, historic structures, ethnography, cultural landscapes, natural and cultural museum collections, archives, botany, wildlife biology, ecology, hydrology, land management physical sciences; and Extensive knowledge of federal and state laws and regulations relating to the preservation and protection of the natural and cultural resources, including National Environmental Policy Act/National Historic Preservation Act-Section 106 (NEPA/NHPA). You must include the months, years and hours worked per week to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. There is no substitution of education for experience at the grade level(s) of this announcement. Additional Information A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected the display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay. Physical Demands: Work is mostly sedentary, with some walking through variety of terrain, vegetation, weather conditions, scaffolding, construction sites, etc. Documentary research and report writing work is sedentary, which entails the ability to concentrate, to write for long periods of time. Working Conditions: Work is generally performed in an office setting and is characterized by long hours of sitting and prolonged exposure to stressful situations. Fieldwork includes frequent visits to park locations and other field offices which may occur during inclement weather such as rain, snow or high temperatures and frequently may be scheduled at night, on weekends, or holidays. Occasional overnight travel may be required. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
