Overseas Private Investment Corporation Administrative Program Manager in Washington, District Of Columbia

Summary This position is part of the U.S. International Development Finance Corporation, Office of Small Business and Financial Services (OSBFS). As a Administrative Program Manger you will be responsible for performing high-level administrative operations and support for the Vice President (VP), Deputy Vice President (DVP), and inter-office professionals, and serving as a Contract Officer's Representative. Responsibilities Responsible for assisting the Vice President and Deputy Vice President and supporting investment officers' business activities. Serves a a Contracting Officer Representative, strategizing and planning for contract needs, including preparing the scope of work, cost estimates, and timetables, coordinating with staff, acquisitions and budget to process, administer, and monitor activities with outside vendors. Coordinates various data collection and report production efforts for the Vice President, Deputy Vice President and Managing Directors including that of departmental activities and external documentation associated with business activities and projects. Updates and formats business documents in Microsoft Word and financial data in Excel with the skill and efficiency reflective of a high level of proficiency with the software. Evaluates office administrative processes to ensure they are effective and support high performance and finalizing writing polices/procedures. Coordinates budgetary and procurement information and activities for the office. Performs administrative support functions for the office including development of agendas and content for meetings and event, identifies action items, conducts follow-up, and tracks progress on deliverables; coordinates trainings and supports the administration of office training budget; coordinates the orientation and placement of new hires; timekeeping; record management; and compliance with employee performance review program. Provides direct administrative management assistance to the VP and DVP to include managing calendars, travel plans, scheduling, and contact with external parties keeping matters confidential that may be sensitive or limited to "need-to-know" parties. Please Note: This is not a Bargaining unit position. Requirements Conditions of Employment Qualifications Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service that includes ALL of the following: 1) develop or update administrative processes and procedures to facilitate the work of an organization; 2) manage administrative procedures for an organization to include coordinating financial processes and information (such as budget, procurement, and travel expenses); AND 3) coordinate contract services or activities to include gathering information to prepare statements of work, preparing documents and reports of contract performance findings, and/or maintaining working files on contractual instrument or agreement.; OR B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position; OR C. A combination of education and experience as listed above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
