Election Assistance Commission Chief Financial Officer (CFO) in Washington, District Of Columbia

Summary The Chief Financial Officer (CFO) reports to the Executive Director (ED) and collaborates closely in overseeing critical management and core mission activities at the U.S. Election Assistance Commission (EAC). The CFO assists the ED in overseeing critical management and core mission activities of the agency. Responsibilities The CFO advises the Executive Director on matters relating to all fiscal management functions, including strategic planning, enterprise risk management, performance measures, accounting, grants management, contracting, and budgeting. The successful candidate will manage the Program Directors in the following divisions: Office of Finance; Office of Administration; Office of Grants Management and Procurement. The CFO will ensure effective coordination and oversight within these areas. Additionally, the CFO assumes the responsibility of the agency's Budget Director, overseeing budget formulation and execution. The candidate is responsible for ensuring that policies associated with these areas are regularly updated and operational. Responsibilities In this leadership capacity, the CFO is tasked with upholding consistently high standards in financial management practices, fostering effective planning, and enforcing sound budgetary and accounting policies. The incumbent drives the efficient delivery of financial reporting and other financial services, ensuring alignment with the agency's mission and objectives. As a result, the CFO must exhibit a deep understanding and appreciation of the Commission's role in effectively fulfilling its mission. Additional responsibilities involve overseeing the agency's acquisition planning in coordination with the contracting division, conducting studies to anticipate unforeseen demands on program funding, facilitating improvements in accounting systems, and developing procedural manuals, methods, and directives. The incumbent reviews financial analysis, audits, and investigations of major program operations, providing technical guidance to management on various organizational plans and decisions requiring financial data analysis and interpretation. They also offer financial perspective in leadership meetings and conferences and offer advice and assistance to program directors in budget request development and related documentation. Qualifications The CFO ensures the timely delivery of accurate and reliable fiscal information to decision-makers by optimizing financial systems and business processes. In this role, the incumbent promotes responsible management of public funds and upholds fiscal integrity through robust internal controls, ensuring compliance with federal financial integrity legislation such as the Federal Manager's Financial Integrity Act of 1982 (FMFIA). This includes assisting in aligning budget and accounting functions, leading budget formulation processes, and providing essential data for budget formulation and reporting. The CFO supervises and strategically uses information from the Finance, Grants, Contracting, and administrative divisions to ensure that leadership has a clear picture of the agency financial status. Qualifications To qualify for the position, you must possess at least one year of specialized experience equivalent to the GS-14 level in the Federal Service, or comparable experience gained outside federal service. You must demonstrate the ability to perform at the GS-15 level. Specialized Experience is defined as experience in managing two or more of the following functional areas: strategic and operational planning, budget and financial management (which may include procurement), grants management, or accounting and financial services. Must demonstrate the ability to perform at an Executive Level - see competencies below. Mandatory Technical Qualifications Extensive management experience in planning, leading, and directing a broad range of operational programs and functions. Demonstrated ability to oversee complex operational budgets and financial management functions including management controls related to financial stewardship responsibilities. Senior level management experience and skill in implementing policies or internal controls while adhering to the laws and regulations governing administrative programs, internal operations, and services. This experience must reflect a record of successful customer communication, outreach and collaboration, accountability, and continuous program improvement of internal business processes and systems.
