The Global Peace Operations Initiative (GPOI) is a U.S. Department of State security assistance program focused on building international peacekeeping capacity worldwide in close collaboration with the U.S. Department of Defense (DOD). The GPOI program's mission is to strengthen the effectiveness of the United Nations (UN) and regional peace operations by enhancing partner countries' capacities to prepare, deploy, and sustain peacekeepers and reinforcing UN and regional organizations' performance and accountability frameworks. State's Bureau of Political Military Affairs, Office of Global Programs and Initiatives, Peace Operations Capacity Building Division (PM/GPI/POCB) serves as the GPOI Program Office.

Duties and Responsibilities

The Project Manager is responsible for directing all aspects of contract management and services to enable the Contractor to successfully meet all contract performance objectives and requirements.

Minimum Qualifications

  • Minimum of ten (10) years of demonstrated experience conducting foreign security force (military or police) capacity building at the tactical and/or operational level and below. [Capacity building experience is defined as having directly engaged with foreign security forces at the tactical and/or operational level by delivering training, mentoring, advising, and equipping activities as part of a program aimed at improving specific capabilities of those forces. Experience working in a foreign country with foreign security forces or simply engaging with foreign security forces as a function of one's job that does not include detailed evidence of direct engagement in the capacity building of those forces shall not be considered qualified experience.

  • Relevant military operations or foreign security force (police or military) capacity building experience or program management experience in the last five (5) years.

  • Minimum of five (5) years of increasing responsibility as a program or project manager or a team leader in the field of security force capacity building or in a directly related area.

  • Directly related experience with standard contract, financial, and management practices and procedures within the field of overseas programming.

  • Training or operational experience (military or civilian) in Sub-Saharan Africa.

  • Bachelor's degree from an accredited institution.

  • Secret-level security clearance or above.

  • (Preferred) Experience working with peacekeeping or other security assistance capacity building programs

  • (Preferred) Program Management Institute (PMI) certification as a Program/Project Management Professional or comparable program management certification.
