THOR Solutions, LLC Design Engineer IV, LHA/LPD C5ISR Support in Washington, District Of Columbia

THOR Solutions is actively seeking a Design Engineer IV for an upcoming program supporting Combat System, Command, Control, Communications, Computers, and Intelligence, Surveillance, and Reconnaissance (C5ISR) systems for U.S. Navy Landing Helicopter Assault (LHD) and Landing Platform, Dock (LPD) amphibious assault ships in Washington, DC. An ideal candidate will possess significant experience providing design engineering support for U.S Navy amphibious ship C5ISR systems and interfaces.

Typical Responsibilities:

  • Provide LHA/LPD ship, combat system, and C5I design engineering, integration, and management support.

  • Research, develop, coordinate, draft, and review technical documentation for new ship procurements.

  • Prepare/review shipyard contract modifications, such as Change Requests (CRs)/Engineering Change Requests (ECRs); Alterations (ShipAlts) and/or Liaison Alteration Requests (LARs).

  • Provide general engineering/technical support for concept studies; feasibility studies; independent design reviews; In-service ship design and engineering activities; and shipboard installation support.

  • Assess shipboard requirements and provide recommended engineering design and integration solutions, evaluate and provide inputs to shipbuilding contract documentation, and conduct engineering reviews of shipbuilder products to ensure accuracy and compliance with the shipbuilding contract design. Assess shipbuilder detail design drawing and discrepancy identification.

  • Use AutoCAD and NAVISWORKS to perform evaluation and spatial analysis of shipbuilder 3-D models.

  • Review and provide quality assurance (QA) for LHA/LPD C5ISR drawing revisions.

  • Evaluate Engineering Change Proposals (ECPs) for compliance with technical scope and assess engineering projections with cost and labor estimates.

  • Conduct detailed engineering and cost evaluation analyses of proposed changes/modifications to LHA/LPD Combat Systems/C4I Systems and associated support systems.

  • Provide technical coordination between the Ship Program Manager, SEA 05, various PARMs and their respective support Contractors and ISEAs, SSGC, and other shipbuilding personnel to mitigate the impact of changes to the C5I baseline. Participate in SDM team meetings, PMS377 C5I Team Meetings, PARM Reviews, Quarterly Program Reviews, technical discussions, and ECP Technical Advisory Report (TAR) Negotiations meetings.

Location: Full time onsite at a contractor facility at the Navy Yard in Washington, DC.

Typical Physical Activity: Primarily desk/computer work in an office environment. May involve: repetitive motion. Periodic visits to waterfront/shipboard environments. May involve: traversing shipboard environments (e.g., confined spaces, ladders, hatches) or vision.

Typical Pay Range: The anticipated pay range for this position in the identified location(s) is $128,000 - $171,000. Actual compensation offered will be based upon individual factors including education, qualifications, and experience.

US Citizenship Required: Due to the requirements of the federal contract that this position supports, U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.

Security Clearance Eligibility Required: This position requires a DoD Secret security clearance. A qualified candidate must either already possess an active or interim Secret security clearance (highly preferred); OR be eligible for a Secret security clearance prior to start. 

Typical Knowledge, Skills, and Abilities:  

  • Bachelor’s degree in a relevant engineering or industrial discipline from an ABET accredited institution.

  • Master’s degree in a relevant discipline preferred.

  • At least ten (10), and ideally at least fifteen (15), years of relevant professional experience in C5ISR design engineering or similar.

  • An ideal candidate will also have at least ten (10) years of experience with DoD/Navy program management, Government technical management, or Industry business management.

  • In-depth knowledge of U.S Navy Amphibious Ship C5ISR systems and interfaces, and familiarity with PEO C4I, NAWCAD, PEO IWS, and NIWC organizations.

  • AutoCAD proficiency and NavisWorks familiarity preferred.

  • Project Management Professional (PMP) certification preferred.

  • Proficient with common productivity and design software.

  • Strong communications skills.
