Summary This position is in Office of Land and Emergency Management (OLEM); Office of Superfund Remediation and Technology Innovation (OSRTI); Assessment and Remediation Division; Community Involvement and Program Initiatives Branch. About OLEM. This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities You will: Serve as the national liaison between the Superfund community involvement and redevelopment programs and provide expert technical advice in the planning, development and implementation of policies and activities at Superfund sites. Conduct and/or direct analyses of issues related to community involvement, environmental justice, and redevelopment policies, strategies and major issues to identify guidance needs, strategic management initiatives and implementation procedures are developed. Serve as interagency liaison for the OLEM senior leadership and OSRTI Director for assigned projects to ensure that legal and policy constraints, implementation issues, resource considerations, and OSRTI/OLEM management initiatives are presented, considered and addressed. Serve as focal point between the Superfund Community Involvement Program and the Superfund Redevelopment Program to develop strategies for engaging communities in the redevelopment process. Develop and implement opportunities for communities to be involved in the Superfund redevelopment process, which could include providing resources to help communities understand the cleanup and development opportunities. You will spend less than 50% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement. Qualifications NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-14 level, you must have 1 year of full-time specialized experience equivalent to at least the GS-13 level defined as experience in developing, implementing and managing Superfund community involvement projects, including developing Superfund community involvement policies and procedures, evaluating resource development and support needs for communities and regional Superfund staff. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of CERCLA and Superfund policies, guidance Ability to communicate technical information to various audiences Ability to lead the development of projects and initiatives Skill in developing policies Ability to write and develop policies, procedures and guidance containing technical information Ability to communicate technical information to various audiences Knowledge of CERCA and Superfund policies and guidance Skill in developing policies on Superfund redevelopment issues Skill in developing policies on Superfund community involvement issues Ability to evaluate the limits of present and emerging issues and problems to determine the long-term needs Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
