Administrative Office of the U.S. Courts Information Technology Specialist (Policy and Planning) in Washington, District Of Columbia

Summary This position is in the Department of Technology Services (DTS), Chief Operating Officer (COO), Program Support Staff (PSS). PSS is responsible for advising the COO and COO senior executives on matters related to strategy, organizational performance, risk management, metrics, and data governance. Responsibilities The Operational Decision Support Program Manager provides metrics management services for the Chief Operations Officer (COO), as well as for other target audiences outside of the COO. Scope of these services include: IT Infrastructure, Operations, Engineering, and Information Security The incumbent of this position will lead the effort to deliver Metrics and Operational Decision Support from strategic and tactical perspectives for COO. The incumbent advises leadership during roadmap development and planning in scheduling, resource requirements and availability, effort prioritization, and dependency mapping. The incumbent acts as the primary interface between the COO staff and other DTS and non-DTS resources. The incumbent tracks and ensures that the effort is delivering, to address organizational metrics requirements. The incumbent establishes process to provide decision support data on an on-demand and/or scheduled basis, as needed. The incumbent may be called upon to deliver new analysis on an as-needed basis. Duties of the position include, but are not limited to: Developing/coordinating/maintaining the COO Information Technology Service Management Metrics and Strategy Designing and developing metric data reporting systems for IT management, supporting technical and non-technical target audiences. Working with direct and indirect resources on data gathering and analyzing activities. Supporting senior management in identifying strategic decisions necessary to provide metric capabilities. Assisting team deploying new APMS tools and procedures. Working with senior management to prioritize and synthesize metric needs. Delivering processed data to team members. Performing data analysis using various statistical procedures, as needed. Maintaining the data repository to provide appropriate information that help in strategic planning and decision making. Gathering and processing project data, operational, engineering, information security, cloud, financial and other IT/business data as requested by managers. Managing data integrity and accuracy of the decision support system. Planning and developing decision support systems that support senior management in making business analysis and decisions. Troubleshooting and resolving decision system problems in a timely fashion. Recommending enhancements to the decision support system. Mentoring management and other team members on utilization and functionality of decision support system. Providing documentation on the decision support system. Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience delivering complex, cross-functional programs delivering to time commitments with strong attention to detail.
