Summary The position is telework eligible consistent with the Agency’s telework and remote work program policy. This position is located in Office of Finance and Operations, Office of Hearings and Appeals. Incumbent provides independent forums for the fair, impartial, equitable, and timely resolution of disputes involving the United States Department of Education and recipients of federal education funds. As a Legal Administrative Specialist, GS-0901-11, you will be responsible for: • Maintaining and operating the Office of Hearings & Appeals case management and docket system, in both paper and electronic formats. Use expert knowledge to log, identify, and distribute incoming notices, pleadings, motions, petitions, letters etc. Prepare case control records, and consults with judges and attorneys concerning the disposition of non-routine filings. • Supporting Office of Hearings & Appeals hearings, including making arrangements for court reporters and managing hearing calendar. Answer incoming inquiries from litigants and the general public. Write and revise procedures to improve the docketing function. Train junior and new staff on docket management. • Managing records retention and destruction for the office, including development and updating of Standard Operating Procedures and preparing files for transfer for both permanent and temporary storage. Update records schedules and file plans as needed. Create and updating notices, documents and records on OHA website. Train junior and new staff on records management. • Serving as an Information Technology point of contact for the office, including computer-based case management systems, and office Information Technology support systems. Convert documents to 508 compliant form prior to external dissemination. Interact with technology vendors that do business with the office. Provide content management of notices, documents, records and data on Office of Hearings & Appeal's website. Requirements Conditions of Employment Relocation will not be paid. You may be subject to serve a one-year probationary period. Males 18 and over must be registered with the Selective Service. Must be a US Citizen. Conditions of Employment TELEWORK ELIGIBILITY: You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location. Qualifications Minimum Qualification Requirements You may meet the minimum qualifications for the GS-11, if you possess the specialize experience, education, or a combination of the two. Specialized Experience for the GS-11 One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience assisting attorneys in reviewing complaints, claims, requests for legal advice and supporting documentation submitted. 2. Experience managing, reviewing and coordinating records for judicial review or long-term storage and retrieval. 3. Experience using software to update content and documents on a public facing website. OR EDUCATION (see EDUCATION SECTION of the vacancy announcement) OR A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge of legal terminology and complex written guidelines, to effectively distinguish phases of legal procedures for a variety of legal actions within a case management and docket system. 2. Skill in strong interpersonal skills necessary to communicate orally and in writing with the general public and government employees. 3. Ability to manage records retention and record archiving as it relates to updating and preparing files for transfer for both permanent and temporary storage. 4. Ability to manage standard office systems and apply 508 compliance requirements for documents. Education (GS-11) Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related or A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more.
