Government Accountability Office Management and Program Analyst in Washington, District Of Columbia

Summary This position is located in GAO's Science, Technology Assessment, & Analytics (STAA) Team. STAA is devoted to enhancing & expanding its support to Congress in conducting technology assessments, oversight of federal science and technology programs, & development of innovative analytical techniques in carrying out audits and evaluations. To learn more visit: STAA Responsibilities The Science, Technology Assessment, and Analytics (STAA) team is seeking an experienced professional to provide advice and support in the management and evaluation of business operations for the Team. The Management Analyst will support a full range of team operational activities, requiring the use of qualitative and quantitative analytical skills to analyze, evaluate, and improve the efficiency of internal STAA administrative operations and management. Specifically, the incumbent: Manages program budget operations by assisting with identifying and analyzing program budgetary execution and facilitates monitoring of STAA budget accounts and serving as the contact point for all financial activity, including requests for goods and services, as well as information needed about budget initiatives. Develops and maintains databases and automated systems for tracking STAA processes including staff reassignments, awards, space, budget, travel and security clearances. Identifies and develops data required in the management and direction of staff engagements, including developing, monitoring and reviewing dashboard metrics. Analyzes a variety of data and makes recommendations in the development of policies and procedures to support program and technical operations. Supports the development of STAA goals, including long-range schedules, priorities, and deadlines to support mission objectives and supports the implementation of STAA strategic plan activities to meet broader GAO strategic planning goals. Analyzes and evaluates the effectiveness of engagement operations in meeting established goals and objectives, and recommends corrective action as appropriate. Plans, conducts, and/or manage special projects or studies to analyze, evaluate, and provide recommendations on administrative programs or issues and provides guidance on wide variety of time-sensitive and potentially sensitive issues related to the management of STAA activities and the delivery of management services across the team. Performs a wide variety of administrative, technical and analytical duties pertaining to program and functional related activities during all phases of the planning, programming, and logistics to support team events. Provides support for human capital functions including performance management, training, and other areas, including initiating and tracking human capital related actions such as awards and personnel actions, recruitment, staffing, employee and labor relations and other performance management activities for STAA. Performs other duties as assigned. Requirements Conditions of Employment Must be a U.S. Citizen. You will be required to submit a financial disclosure statement. Must be able to meet/maintain suitability & security requirements. You may be required to obtain and maintain a security clearance depending on the projects and initiatives you are assigned to. Completion of a probationary period is required. Selective Service registration, if applicable. Qualifications You must have one year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-11 in the federal service, or comparable private or public sector experience, which has equipped you with the skills and knowledge to successfully perform the duties of the position. Specialized experience for this position is defined as: - demonstrated experience supporting organizational programs through research and analysis; - identifying and resolving problems impacting program objectives; - presenting findings through written reports and/or presentations; and - serving as a liaison that represents/manages a comprehensive program or project.
