Department of State - Agency Wide Management and Program Analyst in Washington, District Of Columbia
Summary This position is with the Office of Management Strategy and Solutions (M/SS), the State Department’s internal management policy, consulting, and data analytics capability. M/SS comprises three directorates: Policy and Global Presence (PGP), Center for Analytics (CFA), and Consulting and Advanced Projects (CAP). The role provides strategic management and policy advice, coordinating departmental efforts, and managing the Enterprise Governance Board (EGB) to advance Department priorities. Responsibilities Prepares and presents policy recommendations for senior officials for use in management policy formulation and assists in planning and implementing new policies, initiatives, regulations, or legislation. Develops management policies to address gaps in the FAM, convenes working groups consisting of over 15 bureaus and offices to draft new policies and regulations, and spearheads initiatives to update the FAM. Collaborates with the Bureau of Legislative Affairs, the legislative branch, and stakeholders to advocate for SECCA reforms, enhancing the Department's flexibility in balancing security with diplomatic operational effectiveness overseas. Independently plans, designs, and leads complex analyses to improve management and operational effectiveness, efficiency, and productivity. Evaluates programs quantitatively and qualitatively to ensure they meet established goals and objectives. Leads multi-bureau working groups to advance top management policy priorities, including planning, research, analysis, correspondence control, communication, and preparing documents related to assigned projects and programs. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in policy recommendations and implementation including the preparation and presentation of new policy for senior officials, initiatives, regulations, and/or legislation. Experience in the development of management policies to address gaps in the Foreign Affairs Manual (FAM), convening working groups to draft new policies and regulations, and spearheading initiatives to update the FAM. Experience in independently planning, designing, and leading complex and comprehensive analyses to identify solutions to improve the effectiveness, efficiency, and productivity of management and operational structures and processes. Experience analyzing and evaluating the effectiveness of programs or operations in meeting established goals and objectives.
