Position Description
Minimum Education Bachelor's degree or equivalent experience Minimum Experience 6 Summary Manages the daily operations of one or more Facility Service programs and sections. Provides leadership in the development of the section and staff. Schedules workload, establishes priorities, assigns projects, sets quality standards, and monitors progress. Leads, motivates, and coaches staff. Fosters teamwork. Ensures that current section programs meet the Board's and division's business goals and recommends new programs. Identifies the needs and risks of the division and/or Board as they relate to the section(s). Directs research and analysis of significant issues relevant to the section(s). Serves as a member of the division's management team. Coordinates, reviews, and recommends to senior management operational changes and personnel actions. Responsible for communicating section policies and procedures, and seeks advice from senior management when developing new policies and procedures. Embodies a strong customer service philosophy. The incumbent of this position has been designated as essential personnel, and as such will be expected to report to work (telework or in-person) or work extra time even if the Board is officially closed during emergency situations, such as inclement weather, pandemic, or other extenuating circumstances. Position Requirements
Requires managerial, analytical, and technical skills typically acquired through completion of a bachelor’s degree or equivalent experience and six years of specific work experience. Demonstrates strong managerial and leadership skills necessary to direct staff and assess performance, set priorities, and allocate resources. Possesses the management knowledge to deal with complex, wide-ranging personnel issues, including but not limited to EEO and disciplinary actions. Demonstrates effective interpersonal, oral, and written communication skills, and a strong customer service philosophy. Must be highly dependable and capable of exercising sound, independent judgment, discretion, and tact. At grade FR-28 the incumbent must meet the minimal qualifications of grade FR-27 and eight years of specific work experience. Provides expertise in planning and policy interpretation. Maintains current knowledge of and anticipates significant developments in the field to ensure that the Board’s programs are comparable/competitive, cost-effective, and compliant. Communicates with all staff levels at the Board. May interact with the public. Assignments generally require frequent contact with senior management. May be required to meet or make high-level presentations to Board Members or maintain cordial working relationships with staff and officials at Federal Reserve Banks, federal financial regulatory and other agencies, and/or external organizations. Responds to requests in a timely fashion. Performs a full range of supervisory functions to ensure the quality and quantity of work produced by staff. Plans and directs the work to be accomplished based on priorities and staff capabilities. Advises and counsels’ staff; resolves work-related problems and complaints. Ensures that employees are trained in all facets of the job and cross-trained in the responsibilities of other section employees. This position oversees the daily operations of the Facility planning & Space Management section, which is responsible for space allocation for all divisions within all Board locations; for all activity involving the acquisition, allocation, reconfiguration and disposal of office and warehouse space, including all real estate activities and tenant actions associated with leased space. This position is hybrid requiring a combination of telework and an in-office presence in Washington DC.
