Location: DC Metro Area – Hybrid work schedule
The Senior Program Analyst provides Acquisition & Logistics expertise and provides ongoing analytical, acquisition, contracts, logistics program management and administrative support to Naval Sea Systems Command (NAVSEA) Programs. This position supports Government contracts and will be primarily responsible for supporting equipment life cycle management of Navy Expeditionary Medical Capabilities.
The Contractor Shall:
Support execution of acquisition and logistics management across a portfolio of Navy Expeditionary Medical Systems.
Coordinate product development/procurement and tasking across medical product acquisition processes and life cycle phases.
Assist with developing product contracting strategy, prepare programmatic documents, and coordinate activities with program stakeholders within the DoD Medical Enterprise.
Participate or facilitate working groups, integrated product teams, product or system test events, test reviews, and product demonstrations.
Support development and management of the acquisition strategy and associated Integrated Master Schedule.
Develop or Identify Product Lifecycle Cost Estimates and analysis, product procurement/ sustainment/delivery schedules and performance tradeoffs.
Support development of Work Breakdown Structures to make complex projects and procurement strategies manageable and approachable.
Assist to develop, edit, and staff Logistics Program Strategies.
Support preparation of formal Program Management briefings and status reports using Microsoft applications.
Work with various subject matter experts to achieve desired contracted strategies and outcomes.
Support maintaining configuration control of documents, medical equipment and systems support preparation of plans for product risk mitigation.
Follow established procedures and provide creative input on new approaches to fulfill project goals.
Support technical evaluations and document writing as required.
Provide support to system engineering to develop materiel solutions for installation and testing & evaluation onboard Navy Platforms.

Program Objective Memorandum (POM) planning
Budget and spend plan preparation
PR/MIPR development and processing
Research and Development efforts
Microsoft Office Tools (Project, Word, Excel, PowerPoint, Teams, SharePoint)
OPSEC requirements
Requirements
Bachelor’s degree and 8+ years (or Associate’s degree and 12+ years) relevant experience in DoD/Navy Acquisitions and Medical Logistics.
(Preferred) Equivalent or experience commensurate with DAWIA Level II certification in Acquisition Career Field or Project Management Professional (PMP) Certification.
(Preferred) Familiarity with NAVSEA PEO Ships Washington Navy Yard or Military Sealift Command ship operations.
A Secret security clearance is required for this position.
Travel: Requires local area travel within Washington D.C. with occasional travel to locations throughout Virginia, Florida, and Alabama.
Able to work onboard Navy ships or other platforms for short testing periods.
Physical Requirements:
While performing the duties of this job, the employee may be regularly required to stand, sit, talk, hear, reach, stoop, kneel, and use hands and fingers to operate a computer, telephone, and keyboard.
Specific vision abilities required by this job include close vision requirements due to computer work.
Light to moderate lifting may be required.
