Summary This position is located in the Office of the Secretary (OST), Departmental Office of Human Resources Management, Office of Innovation and Engagement (OIE). The Office of Innovation and Engagement (OIE) mission is to enhance employee engagement and inspire innovation across the Department of Transportation by cultivating partnerships, leveraging expertise, and offering services tailored to meet specific needs. Responsibilities The Program Analyst: Conducts organizational assessments to provide Operating Administrations with an objective report on the current state of the organization and recommends strategies to address workplace environment concerns and/or issues, creates forums for sharing best practices where workplace innovation and engagement was improved, and provides performance consultation to enhance effectiveness. Providesinformation to multiple audiences through clear dissemination of information and ideas; actively listens to others and demonstrates understanding of their comments and/or questions Creates a forum and communications support for sharing best practices where workplace innovation and engagement was improved, consults on efforts and events that combine innovation and employee engagement support. Ideal Candidate:Office of Innovation and Engagement (OIE) is looking for a motivated, experienced candidate with strong organizational development and communication skills, customer service capability, and project management skills who is knowledgeable on employee engagement practices. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience carrying out employee engagement experiences such as conducting: organizational assessments, employee viewpoint survey analysis and action planning support, survey development, design and analysis, meeting facilitation, and brainstorming sessions. Experience creating, producing, distributing, and interpreting surveys using tools such as Survey Monkey or MS Forms. To qualify for the Grade 14, in addition to the GS-13 experience above, you must also have at least one year of experience equal or equivalent to the GS-13, it must include: Experience conducting organizational employee assessments and recommending strategies to address workplace environment concerns and/or issues. Experience leading projects to improve operations and achieve organizational effectiveness and efficiency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Communications and Media - Knowledge of the production, communication and dissemination of information and ideas to inform via written, oral, and visual media.
