Pipeline and Hazardous Materials Safety Administration Program Analyst (Risk Management) (Open to both U.S. Citizens and Federal Employees) in Washington, District Of Columbia

Summary The position is located within the U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA) in the headquarters office. The program analyst is responsible for research and analysis pertaining to the risks associated with the transportation of hazardous material. Responsibilities As a Program Analyst (Risk Management), you will: Support research activities by assisting in planning, conducting, and coordinating with various stakeholders on ongoing or upcoming projects. Aid in preparing project plans, timelines, and progress reports to ensure effective project management. Conduct research and information gathering to support technical writing and other research-related projects. Make presentations and provide technical information on various questions in the employee's area of expertise. Participate in or assist in briefings and presentations with PMHSA, DOT, or other stakeholders. The ideal candidate for this position will possess analytical and research skills, enabling them to assist in effectively planning and managing programs and project-related work, along with a basic understanding of budget development and monitoring. Additionally, they should demonstrate strong communication abilities to provide technical assistance to team members. This individual should possess skills in identifying, interpreting, and verifying data from diverse sources, and provide program improvement recommendations. Experience in utilizing risk management principles, implementing quality management systems, and performance measurement systems is also ideal. Finally, the candidate should possess strong oral and written communication skills to convey complex information to a diverse background and disciplines audience. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed). TRAINING: You must successfully complete a residential 6-week formal training course including and pre- and/or post-course training requirements. Travel to and from this residential training will be paid as allowed by government travel regulations. Individuals who do not successfully complete the training academy may be separated from employment with the Pipeline and Hazardous Material Safety Administration. Qualifications To meet the minimum qualifications for this position, you must meet either the education or specialized experience qualifications for the grade at which you are requesting consideration. All applicants must meet all qualification requirements by the closing date of this announcement. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience supporting and/or participating in the development, execution, and evaluation of regulatory issues or. Experience conducting multidisciplinary studies assessing the safety risk, technical, economic, and environmental impacts of regulatory issues. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience developing and presenting qualitative and quantitative information used to evaluate policy options on hazardous materials transportation safety matters and the formulation of recommendations to management officials. Experience gathering data to evaluate the impact of transportation safety and security requirements, such as the classification, packaging and handling of hazardous materials. Experience implementing quality management systems or performance measurement systems. You cannot qualify on education at the GS-12 level; you must have experience. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience integrating and analyzing hazardous material incident, enforcement and inspection data or Experience in developing and conducting studies assessing the safety risks associated with transporting hazardous material including technical, economic and environmental impacts. Experience in database creation, management and data visualization software. You cannot qualify on education at the GS-13 level; you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Program Evaluation - Knowledge of methods for researching and analyzing external products to determine their potential for meeting organizational standards and business needs. Risk Management - Knowledge of the principles, methods, and tools used for risk assessment and mitigation, including assessment of failures and their consequences. Written and Oral Communication: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
