The Office of Clean Energy Demonstrations (OCED) was established in December 2021 as part of the Bipartisan Infrastructure Law to accelerate clean energy technologies from the lab to market and fill a critical innovation gap on the path to achieving our nation's climate goals of net zero emissions by 2050. Responsibilities As a Program Manager you may: Serve as the Independent Assessment Director and is responsible for conducting independent project and cost reviews for clean energy demonstration projects Supervise a team of technical staff that provide advice and recommendations based on independent assessments to inform critical project decisions Develop and implement independent assessment policy Provide contractor oversight for support of independent assessment work Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal Service. Specialized experience is defined as meeting ALL of the following: Determining program goals, resource needs, develops work plans, allocates resources, and accounts for their effective use; AND Establishing, implementing, and refining necessary planning and control systems to assure effective and efficient use of personnel, facilities, and other resources., AND Establishing goals, performance standards and internal controls for work carried out by the program to assure that activities meet established national objectives and priorities. NOTE: There is no substitution of education for specialized experience at the GS-15 level. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
