National Nuclear Security Administration Program Manager in Washington, District Of Columbia

Summary A successful candidate in this position will serve as Program Manager(Director for The Lithium Modernization Program). The incumbent is responsible for integration and execution of program, budget, cost, funding, and contractual activities to ensure material requirements are met in support of Defense Programs' program of record. Responsibilities As a Program Manager (Director of Lithium Modernization Program), you will: Provide programmatic direction to manage, integrate, and coordinate the program's efforts to modernize lithium processing capabilities and ensure delivery of required lithium components. Manage operations of the Lithium Modernization Program, including supervising the work assignments of federal and contractor staff to ensure mission requirements are met. Oversee day-to- day operations across the geographically dispersed M&O contractors, lead planning, integrating, and executing policies, programs, and procedures for carrying out the organization's mission. Mange interfaces with weapons programs, such as life extension programs, alts, mods, and new systems to ensure new capabilities are available in time to meet mission requirements. Develop, coordinate, analyze, and edit input from subject matter experts, program managers and staff for development of detailed program plans, documents and associated budget estimates; and responds to information requests from OMB and other external stakeholders involving sensitive policy and program issues. Lead NNSA efforts to establish a new lithium processing capability, including leading capital asset acquisition processes and interfaces with commercial industry as appropriate. Manage operations of the Lithium Modernization Program, including supervising the work assignments of federal and contractor staff to ensure mission requirements are met. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-03, or GS-13. Specialized experience for this position is defined as conducting at least 3 of the following activities: 1. Manages and evaluates policies and program objectives programs to include developing strategic planning, programmatic alignments, budget justifications and long range budget estimates for nuclear stockpile programs. 2. Prioritizes investments, aligns resources with mission requirements, and integrates elements of infrastructure modernization and capability sustainment. 3. Coordinates weapons deliverables and major capital construction projects to deploy capabilities in time to meet the department's needs. 4. Communicates and defends complex technical topics and programs to senior government officials. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
