ASRC Federal Holding Company Program Manager/Sr. Management Analyst in Washington, District Of Columbia
ASRC Federal Broadleaf Division is looking for a Program Manager/Sr. Management Analyst in Washington, DC.
JOB DUTIES:
Provide expert analysis and improvement support to assist the ADFO with oversight of the Zone.
Analyze program effectiveness and make recommendations supporting implementation, conduct data, performance, and trend analysis, support the management of data integrity and operational systems.
Evaluate working effectiveness and suitability of FPS programs, divisions, and systems through test methods aimed at (1) identification of defects, gaps, areas of risk, (2) measurement of the adequacy of the output, and (3) assessment of the reliability of the operations.
Prepare recommendations to mitigate risk and close gaps and improve overall effectiveness or efficiency.
Support the implementation of new processes, programs, and systems and national coordination efforts.
Support implementation of quality management to enable the establishment of ISO 9000 certified processes.
Improve decision-making through implementation of business intelligence with FPS
Support the identification and collection of key performance indicators to monitor routinely for operational effectiveness
Drive efficiencies and process changes to address information developed from performance indicators and operational data
Review data currently available to FPS and the frequency and means of collection
Recommend and support implementation of new collection methodologies expanding and consolidating data requirements and analysis capabilities
Support capacity building within divisions and programs
This position shall be responsible for all contractor work performed under this SOW. The PM shall be available to the COR in-person or via telephone between the working hours established in this SOW and shall respond to email request for discussion or resolution of technical problems within 24 hours of notification.
Develop and implement a project management plan to identify activities, events, and documentation key for project execution
Plan, organize, direct, and control the contract staff to ensure all contractual obligations are fulfilled, quality standards are met, and associated expectations of performance are achieved
Prepare reports (briefings, white papers, decision papers, and memoranda) on business process improvements and activities as needed to ensure the appropriate integration into FPS operations
Provide the Business Operations Manager a monthly Project Plan of Action and Milestones (POA&M) by the 15th of each month that details the status of specified activities.
This is not a remote or hybrid position. All contract work is onsite.

This position is offering a pay range of $121,540.00- $182,310.00 depending on experience, seniority, geographic locations, and other factors permitted by law. Requirements :
BASIC QUALIFICATIONS:
Ten (10) years of related experience
FMS (Financial Management System) Experience
Five (5) years of Proj. Management Experience
DESIRED SKILLS:
Experience with business process improvement
Change Management experience
Analytical Expertise
Project Management experience
Professional writing skills a must
EDUCATION:
- Master’s Degree
CLEARANCE LEVEL:
- DHS suitability check
