Summary This position is located in the Division of Finance of the Federal Deposit Insurance Corporation and serves as a technical expert researching, reviewing, analyzing, and reporting on highly complex financial transactions, prepares reconciliations and coordinates financial and accounting matters for financial accounting and general ledger operations. Responsibilities Serves as a Subject Matter Expert and Technical Expert researching, reviewing, analyzing and reporting on key financial program areas with Receipts and Receivables and highly complex financial transactions recorded in the financial accounting system. Serves as the most senior accounting subject matter expert and provides technical accounting expertise by examining professional authoritative accounting and auditing literature and emerging trends and techniques in the accounting profession on issues confronting the Corporation and resolution entities. Executes, plans, projects and prepare reports as required in support of the efficient and effective recording of transactions. Provide technical advice and guidance to staff in the Section and Financial Operations Branch on accounting matters. Designs, develops, and presents analytical, accounting or financial reports in response to special assignments and requests. Independently approaches, plans and coordinates work projects and assignments, identifies and resolves problems, which may adversely affect the completion of assignments and develops recommendations, as necessary. Prepares reconciliations and coordinates financial and accounting matters. Performs highly complex reconciliations by analyzing and reviewing subsidiary accounting systems, equity positions to ensure accuracy of activity recorded in the financial accounting system. Reviews daily and monthly account reconciliation data and facilitates information by sharing financial and procedural information with staff in the section and other accounting areas in the division to ensure seamless flow of communication and timely and effective problem resolution affecting corporate operations. Analyzes operating procedures to identify areas of potential non-compliance; explains discrepancies; and provides authoritative policy interpretations to ensure modification of existing operations to comply with regulations. Meets with supported organizations to develop corrective measures, explain policy, policy intent, reporting requirements, and new or proposed regulatory changes. Develops and implements policy, standards, and guidelines approved by the Supervisor for purposes of strengthening internal controls and enhancing policies, programs, and plans for purposes of improving the functions, systems, and other accounting and reporting operations relevant to the Section’s goals and objectives. Qualifications Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Basic Requirement Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. YOU MUST PROVIDE YOUR TRANSCRIPT(S) (unofficial copy is acceptable) In addition to the Basic Requirement listed above, applicants must also meet Specialized experience: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service. Specialized experience is defined as 1) recording and providing guidance on technical accounting transactions to support the administration, operation, and maintenance of an accounting and financial reporting system, 2) preparing financial reports, preparing account reconciliations and maintaining the general ledger; and 3) leading accounting projects to include providing guidance and training to co-workers or other financial personnel.
