Your Opportunity
Stantec is currently looking for a Senior Project Controls Consultant (Budgeting/Cost Lead) to be part of our growing team. Reporting to the program controls manager, you will provide the program manager and project managers with viable information for effective management and cost control of the various projects and will be accountable for implementing robust processes, checks and balances to determine and maintain Budget, Actual Cost and Estimate at Completion (EACs) of projects. To be successful in this position, you must demonstrate an aptitude for efficiency, problem solving, and resourcefulness with a deep commitment to the Program goals.
Your Key Responsibilities
Establish and maintain program and project cash flows to support the delivery of the capital infrastructure program
Establish the overall funding/financing strategies for the program based on the program cash flow
Prepare all required budget requests and associated justifications to ensure the uninterrupted funding of program activities
Oversee all financial activities required to support issuance of revenue bonds; secure grant funding, loans and other forms of program funding; and raise rates
Manage grant funding activities, including the identification, application, and management of grants, to lessen the rate impacts of the program
Develop financial model for rates to identify financing needs and associated rate increases
Develop cost allocation models to establish how to distribute the program costs (capital and O&M costs) between the project partners and lead negotiations to gain approval of that model
Support the preparation of program budgets, work with program controls and accounting staff to maintain program accounting information in compliance with all funding sources, oversee the tracking and management of all expenditures
Implement and maintain a compliance assurance program to support compliance with the terms and conditions of interrelated state and federal loans, manage and update a comprehensive inventory of loan requirements to enable program compliance, communicate state and federal loans requirements to interdisciplinary teams that may include design, construction, safety, permitting, land use, real estate acquisition, finance and controls, procurement, and public outreach personnel
Support Procurement and Contracts Administrator with procurement activities including but not limited to, bidding, change management, document management, and closeout
Administer updates and maintenance of the assigned Program
Qualifications
Your Capabilities and Credentials
Demonstrate strong interpersonal skills and the ability to work in a team environment
Excellent verbal and written communication skills and the ability to convey program and project delivery needs to the client and to formulate those needs into comprehensive proposals
Strong oral and written communication skills
Ability to concurrently manage multiple assignments and quickly adapt to new priorities
Must demonstrate organizational skills and ability to work on multiple projects and activities simultaneously
Experience with Primavera P6 software is desired
Proficient in Microsoft Excel, Word, Access, and other normal business applications
Experience in Water Infrastructure Finance and Innovation Act (WIFIA) loan and State Revolving Funds (SRF) applications and compliance
Education and Experience
Bachelor’s degree in Finance, Accounting, Business, Engineering, Construction Management, or similar discipline
8-12 years of experience in developing and maintaining program and project budgets for complex capital construction projects and managing contract management information
8-12 years of experience with developing processes and procedures related to cost and budget management for large capital infrastructure programs
Experience on large capital infrastructure programs is required
Project Management Professional (PMP) is required

Pay transparency laws require employers to provide the following information for positions that may be in the following jurisdiction(s):
Salary Range(s):
$112,300 - $168,500 Min/Max Pay Range for postings located in CO and HI and MD
$120,500 - $180,800 Min/Max Pay Range for postings located in WA and DC
The final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible.
