Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, National Targeting Center - Analytical Management Systems Control Office in Washington, D.C. Responsibilities Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to manage one or more national programs in order to help to detect and prevent terrorists and instruments of terror from entering/exiting the U.S. Apply for this exciting opportunity to direct programs that strengthen the Department's ability to perform homeland security. This position starts at a salary of $163,964.00 (GS-15, Step 1) to$191,900.00 (GS-15, Step 10) with promotion potential to $ 191,900.00 GS-15Step 10). Typical work assignments include: Preventing the entry of terrorists and instruments of terror, harmful pests and diseases, illegal drugs and contraband, illegal aliens and importations and exportations contrary to law and trade agreements from entering and exiting the United States. Providing assistance to various CBP field components to continually improve and assist in making adjustments to the core processes of inspection, intelligence analysis, examination, and law enforcement activities. Developing, planning, and participating in comprehensive strategies to identify system vulnerabilities and policy non-adherence. Overseeing national policies intended to improve and develop OFO operations. Working with national program directors to develop workable policies for the field to achieve national goals and meet challenges posed by diverse locations to augment CBP's integrity and accountability strategy. Qualifications Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Managing or directing major components of programs that perform professional, technical or administrative work Directing the development of nationwide policy and program initiatives Providing expert and authoritative advice on program issues to officials of other organizations Planning, organizing, coordinating, controlling, and evaluating activities of subordinates Serving as a liaison with high-ranking officials in other federal agencies and manager in DHS. Polygraph Examination: The SUPERVISORY CBP OFFICER (PROGRAM MANAGER) position is a polygraph-required position. Probationary Period: Current and former federal employees may be required to serve or complete a probationary period. Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment and complete a supervisory training course within 12 months of assignment. Supervisory Training: All newly appointed, first-time GS-15 Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 5 weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed. All first-line appointed supervisors, who have never completed a supervisory probationary period are required to successfully complete the Essential Supervisory Skills (ESS) course during their supervisory probationary period. Failure to successfully complete the ESS course within the supervisory probationary period will result in the employee being removed from the position. Mandatory Prerequisite for Administrative Secondary CBPO Special Retirement System Requirement: This position has been identified as administrative CBPO special retirement under the laws and regulations defined in 5 U.S.C. 8331 (31), Civil Service Retirement System (CSRS) and General Provisions for Customs and Border Protection Officers defined in 5 U.S.C. 8401(36), Federal Employees Retirement System (FERS). The criterion is that knowledge, skill and ability in a position deemed to meet primary CBPO special retirement coverage (SRC) is a mandatory prerequisite to satisfactorily perform the major duties and responsibilities of this job. The conditions for coverage of a secondary position are contained in 5 C.F.R. § 831.1604 for CSRS and 5 C.F.R. § 842.1003 for FERS. As defined in 5 C.F.R. § 831.1602 CSRS and 5 CFR 842.1002 FERS, to be eligible for this secondary administrative CBP Officer SRC position you must have permanently served in a primary CBPO Special Retirement System covered position, e.g. Customs Inspector, GS-1890; Immigration Inspector, GS-1816; Canine Enforcement Officer, GS-1801; or CBP Officer, GS-1895. Additional Information Bargaining Unit: This position is not covered under the bargaining unit. Financial Disclosure is required. Security Clearance: You may be required to obtain a Top Secret/SCI level clearance for this position. Travel: You may be required to travel occasionally for this position. Uniform: This position requires you to wear an officially-approved uniform while in a duty status. Physical and Environmental Conditions: The work environment includes offices, aircraft operation areas, airline passenger and cargo areas, and marine docks. Periods of outdoor work may be required in snow, rain, or extreme heat. Occasional periods of outdoor work may be required in remote areas with no modern comfort facilities. The work may involve the use of toxic chemicals, pesticides and fumigants. Protective clothing may be required such as hard hats, gloves, goggles, hearing protection, and respirators. Motor Vehicle Operation: You must possess the Ability to operate a Government Owned Vehicle. A valid, non-restricted driver's license is required. Training: This position has a training requirement. You may be required to attend approximately 18 weeks of training at the Federal Law Enforcement Academy (FLETC). You may be required to successfully complete the training requirement as a condition of employment. Failure to successfully complete the required course(s) of training in accordance with CBP standards and policies will result in placement into either a former or different position, demotion, or separation as determined by management and appropriate procedures. Data Systems: You will be required to maintain access to all data systems necessary for duty execution. Shift work: You may be required to perform work on a shift and rotational basis. Overtime: You must be readily available to work overtime on a scheduled or unscheduled basis in excess of the 40-hour work week.
