Summary OIG is organized into seven operational units: the Immediate Office of the Inspector General, Office of the Counselor, Office of Audits and Evaluations, Office of Healthcare Inspections, Office of Investigations, Office of Management and Administration, and Office of Special Reviews. In addition to the Washington, DC, headquarters, OIG has offices located in more than 60 locations throughout the country. Responsibilities As a SUPERVISORY CONTRACT SPECIALIST (DEPUTY FOR PROCUREMENT), you will: Work under the general direction of the Division Director and has responsibility for acquisition of goods and services for the OIG including: monitoring purchase requests and assigning them to contracts personnel, review and reporting for procurement systems including FPDS-NG, OIG Purchase Request system, CSOD, Past Performance reporting, the Acquisition Gateway, VIP Database use, OAL VAAR releases, and systems for commitment and obligation of contract funds. Manage operations in support of the Office of Inspector General's OIG-wide acquisition management program. The duties performed by the incumbent, and the many critical decisions and actions the incumbent must take, make it essential that the individual have a comprehensive knowledge and extensive experience as listed in the supporting knowledge requirements. Use knowledge of management and administrative skills and of specialized systems information technology systems and reporting requirements to make judgments and resolve issues that result from conflicting guidance. Decisions and recommendations made by the incumbent require extensive consideration and analysis of very broadly defined issues and problems. Demonstrated knowledge of regulations, statutes, and theories within the area of responsibility and good judgment are necessary for making appropriate decisions and sound recommendations. Demonstrate mastery of advanced federal and VA procurement resources management principles, reporting requirements, concepts, laws, and regulations required to serve as a senior agency acquisition resources management advisor, develop and implement management innovations, and counsel top agency officials concerning agency's resources and programs. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: -leading staff and managing functional requirements in a contracting operation; AND interpreting and implementing Federal and Departmental Acquisition Regulations and Government policies within a Federal agency. Employment is contingent upon one's ability to maintain an active FAC-C Level II, FAC-C (Professional), or DAWIA (Defense Acquisition Workforce Improvement Act) certification. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment. Education Basic Requirements for GS-13 and Above: A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to successfully perform the work of the position. AND B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
