Federal Aviation Administration Supervisory Financial Planning Specialist (Manager, Planning & Operations) in Washington, District Of Columbia

Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. The incumbent is responsible for formulating, executing, advising, and coordinating policies and procedures to ensure the financial stability of AHR. Responsibilities Work typically involves highly complex and challenging activities under the minimal direction of a manager or executive. It requires experience applying methodologies, procedures, techniques, and problem-solving skills in business management functions to administer an effective business management program. Assignments typically involve applying expert-level fiscal knowledge to develop new and innovative approaches to problems or issues that often cross organizational boundaries and impact the accomplishment of strategic objectives. The incumbent applies expert knowledge in planning, budgeting, and contract management activities to build documented, transparent, and repeatable processes. The incumbent serves as the technical expert on planning, budgeting, and contracts to support AHR leadership in meeting organizational goals. This includes independently reviewing and providing both routine and one-off status reports to leadership on resource management activities. The incumbent provides guidance and direction on the use of agency tools to communicate, track, and report AHR resource needs. The role involves overseeing AHR’s strategic business planning operations, including leading the development and recommendation of organizational performance measures (e.g., business plans), tracking performance measures, recommending improvement actions, and maintaining AHR’s strategic and resource management framework. The incumbent ensures AHR’s business plan is in alignment with FAA and DOT strategic plans. They continuously evaluate AHR strategies and business plans using validated improvement methodologies. In directing AHR’s budget, the incumbent formulates, justifies, presents, and executes the office's multi-year budget. They oversee staff in developing and reviewing annual budget submissions, hiring plans, spend plans, Corporate Assessments, End-of-Year Close-Out, and Regional Information System (REGIS) administration. The incumbent maintains fiscal tracking systems, monitors obligations and expenditures, reviews documentation for accuracy, resolves discrepancies, and identifies trends indicative of inefficient resource allocation. They are responsible for the development of budget-related processes, Standard Operating Procedures (SOPs), and work instructions. In addition, the incumbent manages AHR’s fund certification activities to ensure funds are obligated in accordance with Agency policy and Federal laws. They provide strategic and operational advice for financial and staffing decisions to AHR leadership with critical attention to detail. The position has broad discretion to ensure the alignment of all projects/programs with the strategic objectives of the organization. Performs other duties as assigned. Qualifications To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. Specialized experience is defined as: - Extensive experience with formulating, executing, presenting/defending a multi-million dollar programmatic budget. -Experience in the interpretation and application of fiscal policies to define and develop internal procedures relating to budget execution, reporting, and oversight to prevent or predict potential issues, and propose recommendations to senior leadership to address or mitigate fiscal and operational risk. -Developing and establishing comprehensive financial management and accounting tools/techniques to ensure internal controls. -Managing and obligating funds for shared services such as working capital funds, reimbursable services, or corporately assessed funds. -Conducting analysis, interpreting, and providing advice on the application of appropriation law, legislation, legal decisions and opinions, federal regulations, and directives.
