Noblis Telecom Program Manager in Washington, District Of Columbia
Responsibilities
Provide guidance and support services to the FAA’s Communications, Information, Network Programs (CINP) office for all administrative telecommunications program lifecycle activities including the transition of existing Networx services to the EIS contract.
Provide acquisition planning and support in accordance with the FAA’s Acquisition Management System for complex NAS and non-NAS systems and programs.
Perform ad hoc analysis of telecommunications network performance, cost, usage, and operational viability.
Track service usage and ranked mission support wide-area network (MS-WAN) sites based on utilization to drive implementation of National Bandwidth Upgrade project.
Track implementation activities for baselined and planned FAVES sites.
Develop and implement guidance and standard operating procedures for collecting end user requirements and transforming them into contractually orderable quantities.
Analyze and validate EIS vendors proposed transition plans for cost, required performance, and operational viability in accordance with FAA mission objectives.
Support contract management related activities in management of the day-to-day operational aspects of a project.
Routinely inform and collaborate with the Program Manager in management of issues and challenges.
Seek opportunities to increase customer satisfaction and deepen client relationships.
Communicate effectively with clients to identify needs and evaluate alternative solutions.
Required Qualifications
Bachelor's degree from an accredited university, with minimum 16 years of related experience
Program, project and task / team lead experience.
Ability to effectively communicate client needs and best practices to the project team.
Strong leadership skills and a passion in guiding the team to exceed client expectations.
Excellent verbal and written communication skills.
Excellent MS office skills including MS Excel.
Demonstrated experience performing detailed data analysis and creating visualizations and reports for executive-level audiences.
Knowledge of commercial telecommunications vendor services, service ordering processes, maintenance and troubleshooting techniques and processes.
Knowledge of telephony, telecommunications protocols, and evolving telecommunications standards.
PMP certification
Desired Qualifications
Knowledge or experience with FAA administration telecommunications sites, services, facility types, contracts, and terminology.
Experience in the FAA client space.
Excellent MS access skills including the ability to create complex data models and perform queries.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
Posted Salary Range
USD $145,100.00 - USD $226,700.00 /Yr.
