Strategic Systems Programs Office CONTRACT SPECIALIST in Washington Navy Yard, District Of Columbia

Summary You will serve as a CONTRACT SPECIALIST in the Plans and Programs Division (SP10), Office of Contracts (SPN) of STRATEGIC SYSTEMS PROGRAMS. Responsibilities You will personally negotiate contracts supporting the TRIDENT II Sub Launched Ballistic Missile Program, Nuclear Weapons Security, Conventional Prompt Strike Program, and or Submarine Security Programs. You will be responsible for all actions within your prescribed areas and rarely given specific direction in your work except for professional projects. You will determine the approaches and methods to be used in carrying out assignments, including overall design of plans and strategies for the projects to meet goals and objectives, requirements and time frames. You will serve as the primary procurement advisor to the Branch Head of the Technical Branch, including the overall business and contractual strategy associated with the structuring of the acquisitions. You will plan, develop and implement unique and innovative contracting arrangements dealing with numerous contractor and subcontractor relationships. You will prepare cost and price analysis on high-dollar complex contractor proposals and present developed negotiation positions to a peer review panel. You will develop schedules for the negotiation and execution of all procurements, including establishing realistic deadlines and monitoring their accomplishment, to ensure that timely delivery to the Fleet or other activities can be maintained. You will represent the Contract Office in all pre-award planning activities for contractual requirements under your cognizance. You will ensure that Contracting Officer Representatives (CORs) are assigned to all contracting actions, that the nominated CORs have completed the required training and meet all criteria for serving as a COR. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-3 (GS-13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Serving as a Contract Specialist managing a variety of complex contracting and procurement activities (i.g., contract formulation, negotiation, administration, or termination) to provide technical guidance for contracting and procurement services. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
