Commander, Navy Installations FINANCIAL MANAGEMENT ANALYST in Washington Navy Yard, District Of Columbia

Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of COMMANDER - NAVAL INSTALLATIONS. Responsibilities You will be responsible for the execution and justification of approved annual budgets for multiple appropriations. You will utilize multiple financial systems (PBIS, CFMS, SABRS, COGNOS, SMARTS, WAWF, DCAS, CAMO, EDA, ERP, CEDMS) to process financial transactions, pull reports and extract data as required. You will establish internal guidance/policy from the financial guides to support CNIC (Commander Navy Installations Command) accounting processes. You will review and interpret guidance published by Congress, OMB, OSD, etc. to establish guidance for Headquarters and Regional Base Commanders worldwide. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Manage inventory plans, analyze and provide property support to Regional, and Installation Base Accountable Property Officers worldwide. 2) Effectively communicate orally and in writing to multiple customers at all levels. 3) Review, coordinate and analyze financial and property guidance issues with higher-level organization managers (e.g. OPNAV, FMB, Program Directors) and Regional Accountable Property Officers. 4) Possess expert knowledge of Excel, PowerPoint and Word to manipulate extensive spreadsheets using Excel Pivot Tables, subtotals, and other advanced features. 5) Reconcile DPAS, DCM, and property inventory reports. 6) Utilize multiple reporting systems (DPAS, DON TRACKER, WAWF, CAMO, EDA) to create, pull reports and extract data as required. 7) Ability to gather, assemble, and analyze data to prepare for, develop alternatives, perform DPAS maintenance, process property corrections and make recommendations to resolve asset management problems.
