Naval Sea Systems Command HUMAN RESOURCES OFFICER in Washington Navy Yard, District Of Columbia
Summary You will serve as a Human Resources Officer in the Corporate Operations & Total Force Directorate, Civilian Human Resources Division of NAVSEA HQ. The incumbent will supervise, manage, lead, develop, and/or perform a variety of human resources management (HRM) services in major functional areas that support the strategic goals of the command. This position is equivalent to the GS-15 level. Responsibilities You will exercise a high degree of originality and sound judgement to develop detailed plans (long-range and/or without precedent) to manage Human Resources (HR) merit system principles that attract, develop, manage, and retain a diverse workforce. You will analyze, advise on, and recommend solutions to major personnel problems in all phases of assigned personnel management programs with anticipated impact. You will develop, modify, and maintain major office programs, projects, or studies of significant scope and unusual complexity, requiring managing associated office, command, and/or agency resources. You will serve as a representative for negotiations, discussions, special project teams, and formal/informal advisory forums to present, defend, and negotiate management positions of considerable importance. You will serve as master in HRM and a authoritative representative for the command at conferences, briefings, and meetings to solidify command positions and to persuade executive management to accept controversial changes. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least I have one year of specialized experience equivalent to the next lower grade level or pay band (NH-03) in the federal service or equivalent experience in the private or public sector executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
